The meeting was called to order at 9:00 by Commissioner Goffena.  Commissioner Borner and Berry were present.

The minutes from the April 24, 2017 meeting were reviewed and approved by the Commissioners.

Lorie Jett from Maintenance met with the Commissioners with an HR issue.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners.  Interviews are this afternoon and Mr. Stockert had the questions that were reviewed by MACo for the Commissioners to review and have.  Mr. Stockert has a pre- construction meeting on Wednesday for the replacement of the bridge on Queens Point Road. With the rain any blading will be done as things dry out.  The County will be applying for a new end dump with the Coal Board.

Sheriff Thomas gave his weekly report to the Commissioners.  Mr. Thomas asked about paying for Janice Blackmore and talked to them about her doing the cleaning for the building.  Ms. Blackmore will be doing the cleaning.

Theresa Doumitt and Roundup Memorial Hospital CEO Brad Howell met with the Commissioners. Ms. Doumitt thanked the Commissioners for their support for the Coal Board Grant.  They are going to be doing a mail out to County residents to inform the community on what is happening at the hospital.  It will mention the full staff, capacity of care and upcoming improvements such as the New Physical Therapy Center Project.  Mr Howell gave the Commissioners the Financial Statements, Summary of Financial Results with Variance Explanations. DES Coordinator Carlson and Amy Angel from Accounting met with the Commissioners to go over FEMA Claims.

DES Coordinator Carlson gave his weekly report to the Commissioners.  The historical flood sign grant will be submitted this week and will close on May 15, 2017.  Ms. Eiselein has accepted the offer of $140,000.00 with the additional funding options for the FMA (Flood Mitigation Assistance) Grant.  The County is being reported for not following the guidelines of the grant and it will result in Musselshell County going to a high risk for grants.  The County will take possession of the property on Riverside May 31, 2017 from the HMGP.

Nathan Schroht with KLJ met with the Commissioners with the Final Reimbursement Request Form for the Airport.  This will be on the 3:00 business on May 15th, 2017.  Commissioner Goffena asked what the average engineering fee is for Airport work.  Mr. Schroht said that a rough estimate would be 10-20% and depends on the project.  The FFA bases their engineers on qualifications and not rates.

Kathy Thompson and Greg Benjamin with Stahly Engineering met with the Commissioners to touch base.  They are opening an office in Billings.  Ms. Thompson said that Stahly Engineering would do an new application for the County for the TSEP Grant for Delphia Bridge at no cost. The Commissioners will discuss and decide at 3:00 business on May 15, 2017.

Carl Jackson with KLJ met with the Commissioners to go over some of the issues with previous task orders for different projects that were worked on. KLJ is going to take $4100.00 for some of the charges at the Senior Center. They are still working on task orders for the helical piers at the EOC (emergency operation center) and some of the costs are up due to updating the specs. KLJ will not do anything without talking to the Commissioners first. Once the County hires an Architect for the Senior Center it will determine how much KLJ is involved.

Item #1 to approve the updated Interlocal Agreement for Law Enforcement Services was tabled until May15th when Mayor Jones and members of the Law Enforcement Committee meet with the Commissioners to negotiate. Item #2 to discuss Chris Hamilton’s proposal of acquiring a piece of land by the Gage Bridge that the County owns to be used for a fishing access was tabled until the proper paper work is done.

Commissioner Berry made the motion to approve and sign the updated Service Agreement for Planning and Subdivision Review submitted by WWC Engineering.  Commissioner Borner seconded the motion.  Motion carried.

Commissioner Borner made the motion to accept the letter from Beverly Eiselein accepting the offer of $140,000.00 and sign the letter for additional funding ($31,000.00) for the property acquisition with FEMA. Commissioner Berry seconded the motion.  Discussion.   Commissioner Berry thinks that we will be setting the stage for the other people in the program.  Commissioner Borner said that the County is being reported and put at high risk for not following the guidelines and thinks that it is unfair making the decision and putting DES Coordinator Carlsons hard work and match for his position at risk.  There is the ability for a third appraisal.  Commissioner Goffena said he feels insulted and it is putting other things in jeopardy and feels the County is at risk to go forward with the program and should drop all FEMA programs if costs are this high. All in favor of the motion to accept?  Commissioner Borner said Yay, Commissioner Berry was opposed, Commissioner Goffena abstained.  Motion died.  No offer.

There being no further business the motion was made to adjourn.  Motion carried.
