January 22, 2018

The meeting was called to order at 9:15 by Commissioner Goffena. Commissioner Borner and Berry were present.

Commissioner Goffena stated that they are hiring a Human Resources Attorney for a personnel issue.

The minutes from the January 16, 2018 meeting were not reviewed by the Commissioners.

County Agent Mat Walter met with the Commissioners with the Musselshell and Golden Valley Counties 2016 Statistics as part of his yearly review. This included production, land distribution, earnings, historical comparisons, historical differences, MSU Extension Engagement Plan and teaching summary. Road Secretary Kenner gave her weekly report to the Commissioners. Ms. Kenner wanted to thank the Commissioners for all of their support with the Coal Board. They were granted $269,750.00 in funding for a new blade. They are moving snow piles. Updating SDS sheets for OSHA compliancy. Working on blades and other shop issues.

Under Sheriff Lesnik gave his weekly report to the Commissioners. The fuel budget is much better now. All vehicles are running good.

Brett Fellows with the Leavitt Group/Joint Powers met with the Commissioners regarding Group Medical Coverage. Just wanting to see if the Commissioners were open to looking at a new company. They will put it on the January 29, 2018 3:00 business to discuss.

Accounting Supervisor Angel gave her weekly report to the Commissioners. The auditors are going to be here on Thursday January 24, 2018.

Mark Qualman with Quest Service Corp and Al Rapacz with Schutz Foss Architects met with the Commissioners. Under Sheriff Lesnik was also present. Mr. Qualman told the Commissioners that the East Ramp of the Musselshell County Central Commons will need replaced and he is waiting on a price. Mr. Rapacz told the Commissioners of his history with working on detention centers. Mr. Lesnik told of the real need for a new jail or detention center here in Musselshell County. He went to a seminar a few years ago at the National Institute of Corrections in Colorado and found that the biggest hurdles for a new facility here are funding, public approval (tax payers will not pass a bond) and staffing. Commissioner Berry asked if there is any money out there? Mr. Rapacz suggested getting a lease from the Department of Corrections and then a lender will have a better sense of security for a loan. Mr. Rapacz also had plans for 2 different concepts for a future facility.

Weed Coordinator Beck met with the Commissioners to ask again what has been decided about a new building for her office. Ms. Beck would like to put up an office next to the County Shop and Road and Bridge Supervisor Stockert is in agreement.( Kim Kuzara entered the meeting) Everything is there and not a lot of traffic. Commissioner Berry worries about if there would be a chemical spill it might get into the City water. Mr. Kuzara told the Commissioners that the mine and the water are not in that area and that they are more West. Commissioner Berry said that he still wants to check for water on the County owned property East of town and that he will contact Vidic Drilling. We will meet again on February 5, 2018 to further discuss the matter.

Under Sheriff Lesnik, Deputy Jared Johnson, Kim Kuzara, Troy & Coila Evans Dave Liggett and Amy Angel.

 

Under Sheriff Lesnik told everybody that this was for comment only and to only speak one at a time by request and to remain calm, no shouting please.

Mr. Kuzara told the Commissioners he had a document that he wanted them all to look at. It was an unsigned letter of resignation from DES Coordinator Adam Carlson. Mr. Kuzara said he had an executed copy of the letter for them if they agreed to accept the letter. Commissioner Berry said they would need to do it on next weeks agenda and Mr. Kuzara said that they could make a motion to suspend the rules for this. Commissioner Borner made the motion to suspend the rules. Commissioner Berry seconded the Motion. Motion carried. Commissioner Borner made the motion to accept the executed letter of Resignation. Commissioner Berry seconded the motion. The matter is 100% resolved. Motion carried.

Mr. Evans said that there are a lot of citizen with property in the mitigation program. How is this going to be addressed now? The County is going to be duly hit. How are those people going to be taken care of?

Mr. Liggett asked the Commissioners what is the plan now? He says that hopefully the County has thought about this and there is a succession plan. There needs to be a plan. Mr. Liggett says that the County has lost a really good guy.

Ms. Evans asked the Commissioners if they had a plan and did they really look at this.

Mr. Evans said that dirty politics and going after Mr. Carlson has really damaged the community. He said there have been comments about publications being called juvenile and childish. Publication has been used like that for years and is used all over. The Commissioners may feel its unfair, but we are here to hold you accountable.

Item #1 to discuss and vote on probationary raises was taken off the table. After discussion with Accounting Supervisor Angel there will not be a probationary raise since the base pay was raised, but the mechanic for the road department will get $1.00 an hour more.

Commissioner Borner made the motion to be a part of the Musselshell River Gaging Station Partnership for $125.00 a year, for a 2 year period. Commissioner Berry seconded the motion. Commissioner Goffena said that we always have been a partner and it is very economical to have the stations along the river. Commissioner Borner said that she had gotten an e-mail from Wendy Beye expressing support for the stations.

Commissioner Borner made the motion to selling County Property at Lots 7 & 8, Block 3, First Addition to the Townsite of Roundup after talking to Ambulance Director Solberg and him saying that there was no need for any additional parking for the EOC Building. Commissioner Goffena stated that there has to be a restriction in the sale that there can be no basement. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to sell Lots 1, 2, 3 of Block 27 of the Townsite of Roundup. Commissioner Berry seconded the motion. Motion carried.

Troy Evans asked how the process of selling County property was done? Commissioner Goffena said that an ad will be in the paper and we will ask for the appraised value to be sold on the Courthouse steps.

There being no further business the motion was made to adjourn. Motion carried.
