The meeting was called to order at 9:20 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from April 30, 2018 and May 7, 2018 were reviewed and approved by all Commissioners.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. Mr. Stockert told the Commissioners that there is still $25,000.00 in the equipment fund and would like to buy a disk reclaimer for $18,000,00  to help with fixing the roads.  Commissioner Borner made the motion to approve the purchase.  Commissioner Berry second the motion.  Motion carried. Mr. Stockert told the Commissioner that he is going to put up gravel as a barricade on the railroad right of way off #4 Road to keep people from going past the signs. They are going to see if DES can put something on their Facebook page to inform people to stay away from the barricades. The Commissioners signed the Invitation to Bidders for a Truck/Sander/Snowplow.

Ambulance Director Solberg met with the Commissioners. Mr. Solberg had the Commissioners sign the permission to participate agreement for 911 Funding.

Sheriff Thomas gave his weekly report to the Commissioners. The individual that cut down the flags at the Courthouse has been caught.  Director of Technology Toombs joined the meeting and said that the County Attorney advised that there is no issue with using the video of the flag cutting as evidence because there is no expectation of privacy outside of the building.

Accounting Supervisor Angel and County Agent Mat Walter met with the Commissioners to go over his next fiscal year budget. Mr. Walter is going to look into purchasing a commercial mower for the fairgrounds.

DES Coordinators Fisher and Russell gave their weekly report to the Commissioners. Amy Angel was also present. Low land flooding should crest today and start decreasing. The fairgrounds, stables and ballfield have water due to a small break in the berm. They will be placing sandbags once the water has receded. The PDM (Pre Disaster Mitigation) Grant offer to the Leskes is on the agenda to be signed today. They discussed the possibility of using the cabinets from the Lekse house in the Musselshell County Central Commons.

Brad Howell from Roundup Memorial Healthcare met with the Commissioners to ask that they sponsor a Coal Board Grant Application for a new call system and a bed replacement program? There will be public comment at 11:30 Monday May 21, 2018 and it will be on the May 21, 2018 3:00 business to agree to submit the application.

Mark Qualman with Quest Service Corp., Brian Johnson and Kari Keske with Collaborative Design Architect, Kathy Pfister and Brenda Vescovi met with the Commissioners to discuss the Musselshell County Central Commons. Mr. Johnson told the Commissioners that there is a crew cleaning the Golden Thimble and Food Bank areas. There is a problem with the garbage disposal that needs fixed before it will pass inspection. The cost will be $880.00 and it really needs to be decided today because the plumbers are here working and we can avoid a longer delay.  Commissioner Berry made the motion to suspend the rules and approve the purchase to avoid a delay in completion.  Commissioner Borner second the motion.  Motion carried. The propane tank is going to need moved. Ms. Vescovi would like a sign that says “Senior Center” somewhere near the entrance of the building. Mr. Johnson told the Commissioners that they should have a certificate of completion this week and there is going to be a “punch list” for the Contractor to finish hopefully by Monday May 21, 2018. They are working on planning a “Grand Opening” for the Commons. Accounting Supervisor Angel is working on a lease agreement for the Commons with County Attorney Peterson.

Cody Samuelson with Key Insurance and Shannon Shanholtzer with MACo met with the Commissioners to go over the renewal rates for the County.

Clerk & Recorder Tomassi and the Commissioners did the Hospital Trustee Election canvas.

Public Comment:

Deb Adolph, Lisa Laliberte Troy Evans, Stan Pisle and Linda Picchioni were present.

Ms. Adolph asked if eminent domain was part of the FEMA buy out? Commissioner Goffena said that all FEMA programs are voluntary.

Ms. Laliberte was present to represent the Musselshell County Council on Aging and encouraged the Commissioners to come to an Agreement with the Council for the Musselshell County Central Commons.

Mr. Pisle was present as a Board member for the Council on Aging and would also like to encourage progress with the Agreement with the Commons.

Public comment was closed at 3:05.

Item #1 to Discuss and vote on a Lease/Rent/Use Agreement for the Musselshell County Central Commons was tabled until an agreement can be drawn up by the County Attorney.

Commissioner Berry made the motion to approve and sign the FEMA-PDMC-PJ-09-MT-2016-004 for the official offer letters from Musselshell County for the Musselshell River Acquisition Project to Larry G. & Karen L. Lekse in the amount of $737,000.00 and give the Lekse’s 90 to 120 days to vacate the property. Commissioner Borner second the motion. Motion carried.
