The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Commissioner Berry were present.

Dennis Brown stopped in to tell the Commissioners that the Cow Belles Campground is beautiful.

The minutes from the May 15, 2017 meeting will be reviewed on June 5, 2017.

Roundup Memorial Hospital CEO Brad Howell met with the Commissioners regarding disposal of discarded UA containers (hazardous material). Mr. Howell will get back to them on the procedure.

Road Secretary Kenner gave her weekly report to the Commissioners. The department is going to increase the costs of cattle guards to $4,572.00 due to rising costs. If they are working on the road at the time of the request for installation they will deduct $600.00. They will be straightening out the hazardous corner at the Queens Point Bridge replacement, with the cooperation of the land owners. Roads bladed: Big Wall, Alec Roy, Griffith, Golf Course, Stephenson, Rehder, Western, Dean Cr. (P)

Sheriff Thomas and Under Sheriff Lesnik gave their weekly report to the Commissioners. They are going to be localizing the deputies to try to slow down the traffic on Main Street. Mr. Lesnik is going to contact the Highway Department to check on “limit” signs by the crosswalks. Mr. Lesnik asked if the Commissioners have heard anything about the Homeland Security Grant that Ambulance Director Solberg was working on? (The Sheriffs Office needs a new roof and the antennas need moved before it can be done) The Commissioners will find out. (Funds for the Homeland Security Grant are available October 1st, 2017)

DES Coordinator Carlson gave his weekly report to the Commissioners. Theresa Doumitt was present. The Historical Flood Sign Grant has been submitted and we will be getting 2 “High Water” signs. One will be at the fairgrounds and one will be at the Riverside area. Commissioner Berry asked for more information about all grant programs. Mr. Carlson said he would get him the information. (Mr. Carlson gave everyone a brochure of all grants and programs)

Ambulance Director Solberg gave the Commissioners his March and April Accounts receivables and write offs.

Public comment:

Beverly Eiselein, Theresa Doumitt, Mayor Sandra Jones, Bill Edwards, Tom Stockert, Erin Janoso, Pam Liggett and Melissa Carlson were present.

Sandra Jones had a letter to the Commissioners not as the Mayor but as a part of the Clergy and a long standing member of the Roundup Ministerial Association in Musselshell County and the importance of the Flood Plain Acquisition Mitigation. (Available for public viewing in the Clerk and Recorders Office) Mayor Jones also stated that she and the City Council are also in favor of the FEMA Buyout Programs.

Tom Stockert told the Commissioners that he feels that the Flood Plain Mitigation programs are needed, helpful and very important.

Erin Janoso told the Commissioners that she was glad to be learning some of the intricacies of the program and that a part of being prudent with tax payers dollars isn’t turning away dollars for the County and hope the Commissioners address the concerns and fight for every dollar.

Theresa Doumitt said that she is thankful for the open forum of communication for a broader understanding and that people really care about the community and hope that it is seen as a team and not opposition.

Commissioner Goffena had gathered some information regarding the buyouts and gave them to all present (Available for public viewing at the Clerk and Recorders Office)

Commissioner Berry made the motion to sign the Interlocal Agreement for Law Enforcement Services. ( The City will also sign) With the suggestion that there be a Countywide safety mill levy election. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to sign the final offer of $140,000.00 with no additional funding regarding the Eiselein property acquisition with FEMA . Commissioner Goffena seconded the motion. Motion carried. Commissioner Borner said Nay.

Commissioner Borner made the motion to have Stahly Engineering & Associates do the TSEP Application for the Delphia Bridge. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve adding budget line item 2920/ revenue and budget for DNRC/ Weed Department. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to approve adding budget line to revenue and budget for Signal Peak money for Sheriff’s Office. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to approve adding a budget line for the County Extension Office for the Signal Peak Community Foundation Grant money. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to discuss meeting with agencies and parties that are part of the FEMA buyout to know how secure the match money is for the program. Commissioner Borner amended her motion to include having all information regarding the program in hand before the meeting. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion of putting together a Standard Operating Procedure for the County to follow regarding Federal Grant buyout programs to help the County be fair and impartial as we they make these decisions. Commissioner Berry said that he needs more information. Motion died due to the lack of a seconded.

There being no further business the motion was made to adjourn. Motion carried.

Carl Jackson from KLJ called and talked to Commissioner Goffena and Commissioner Borner. Commissioner Berry had left for the day. Mr. Jackson asked if there were any questions regarding the final task order and minutes that were sent last week? Ms. Borner said she gave the bill to Amy Angel in accounting and the immediate questions was what work was the $4,100.00 credit attached to? Ms. Angel was going to do research and go over the bills but as of today had not had a chance to do it. They suggested contacting Ms. Angel. KLJ will also contact Ron Solberg as the point person for the EOC project. It was re-iterated that any changes to work orders need to go through the Commissioners first.
