October 15, 2018
The meeting was called to order at 9:00 by Commissioner Goffena. Commissioner Borner was present. Commissioner Berry was absent for the morning.
The minutes from the October 9, 2018 meeting were reviewed and approved by all Commissioners.
Old Business:
1. Old ambulance barn roof. The Commissioners are going to talk to Ron Solberg and have him call Montana Made Projects.
2. Roof on new ambulance. The Commissioners are going to check with the insurance company.
3. Bids for storage in the Courtroom. The bid is in the Roundup Record Tribune and Yellowstone County News.
4. Bids for steps. The bid is in the Roundup Record Tribune and the Yellowstone County News.
5. Bids for the Extension Office. The Commissioners are going to talk to County Agent Walter regarding this.
6. Bids for windows. Commissioner Berry has talked to Pella Windows and they are going to come and get the dimensions again.
7. Relocation of #4 Road. The title search has been ordered.

Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. Ms. Kenner supplied the Commissioners with the requested bridge inventory list. Ms. Kenner has submitted the Off-system suggestions to the State and listed #2Farrel Bridge #1 Goffena Bridge and #3 Delphia Bridge. They have accepted Goffena Bridge to replace, Delphia needs re-decked but is still structurally intact whereas Farrel is not. The department feels it would be a good idea to get estimates for repair. Commissioner Borner thinks they need to check with the Coal Board and Signal Peak Foundation for funding to avoid draining the Bridge Fund. MACo will be called and asked about running the ads in papers. Cattle guards being repaired and cleaned. Bridge signs are being put up.

Maintenance Supervisor Jett met with the Commissioners regarding ordering coal.

Sheriff Thomas gave his weekly report to the Commissioners. They need to get another down spout on the building. The Commissioners told him that Ron Solberg is supposed to contact Montana Made Projects about them and a few other things.

Accounting Supervisor Angel gave her weekly report to the Commissioners. Hail damage and insurance were discussed. Ms. Angel is still working on audits.

DES Coordinator Fisher gave his weekly report to the Commissioners. Mr. Fisher has contacted the last 5 owners of the properties in the FEMA buyout programs to make sure they all received copies of their appraisals. The documents may be ready for the Commissioners to approve and send out next week. Mr. Fisher talked to Sheriff Thomas about who is supposed to give citations for people who are burning without a permit. They are going to contact MACo and the County Attorney to find out if they can clarify the matter. There is a Planning Board Meeting on October 17, 2018 at 7:00 P.M. at the ambulance building

Kathy Pfister met with the Commissioners regarding the public use of the Musselshell County Central Commons. The Commissioners are working on an agreement. Ms. Pfister is working on getting a sign that shows where the Senior Center is at the Commons. The Commissioners asked that she try to get 3 (three) estimates for the sign. There is going to be a Ribbon Cutting/Grand Opening of the Musselshell County Central Commons on November 7, 2018(tentative) from 1:30 to 4:00.

The Commissioners did a walkthrough of the Commons with Mark Qualman and Cucancic Construction to make sure all punch list items are addressed.

Public comment:
Bill Trent, Edith Sloan, Sharon McLeod, Theresa Doumitt, Erin Janoso and Randy Hafer (via telephone) were present.
Ms. McLeod told the Commissioners that she hoped the Commissioners would accept the gift of the lots at the Old School being donated by Randy Hafer if he purchases the property.

Commissioner Borner made the motion discuss and decide on accepting donated lots at the Old school. Commissioner Goffena seconded the motion. Discussion: Commissioner Goffena read 2 letters saying that the hedges will not cause a fire hazard (1 from County and City Fire Chiefs and 1 from the City Works Manager- all available for review at the Clerk & Recorders Office) that were included in the revised plan. Mr. Hafer said that the 20 foot space would be available for ambulance and tenant access. Mr. Hafer does not want the lots. Commissioner Goffena said the County doesn’t need the east side of the lots. Commissioner Borner said she thinks it is a generous offer and would give the solution to parking for the seniors. Commissioner Goffena said he would like the hedges to go down west side to divide the parking from the playground. Mr. Hafer said that the hedges down the center does not work for his plan. Mr.Hafer said that as an individual he cannot own a park and wants to gift lots 10A, 11 & 12 to Musselshell County. The plan will be going in front of the City Council for approval October 16, 2018. Commissioner Borner made the motion to accept the plan as presented. Commissioner Berry said nay. Commissioner Goffena said he didn’t like the fact that he wasn’t notified about the meetings and that there should have been an effort made. Ms. Doumitt told the Commissioners that if the developer doesn’t get what he needs for his plan the property won’t go to anyone and there will be no parking and the citizens of Roundup have been trying to keep the park for the kids. Mr. Hafer agreed to reconsider all concerns and come up with another plan. Motion was made to put the decision back on the agenda for next week. Commissioner Borner and Berry both agreed.

Commissioner Borner made the motion to approve and sign Resolution 2018-21 Appointing Special Deputy County Attorney Brook Baracker-Taylor. Commissioner Berry seconded the motion. Motion carried.
