The meeting was called to order at 9:10 by Commissioner. Commissioner Borner was present.
Old business
Old ambulance barn roof. Ambulance Coordinator Solberg will call Montana Made.
Roof on new ambulance barn. Ambulance Coordinator Solberg will get estimates.
Bids for the Extension Office. Mark Qualman will be going to the office to look at what all needs done.
Offer from Larry Lekse. Have not received a written bid. Amy Angel from accounting will talk to the Commissioners.
Relocation of #4 Road. We are still trying to contact the owners of the property.
Fee Structure for private use of the Musselshell County Central Commons. Work in progress.
Windows at Central Commons/Courthouse. Needs discussed with Amy Angel from accounting.
Call MACo regarding an Employee issue, no action to be taken.

Maintenance Supervisor Jett met with the Commissioners regarding the handicapped door at the Musselshell County Central Commons. Matt Ward from Cucancic Construction was in and told her that the roof needs pushed up to fix the hinge.

Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. The Commissioners will be signing the determination for the environmental evaluation for the side dump today at 3:00 business. Also Resolution 2018-22. Kathy Thompson from Stahly Engineering called in regarding the replacement of the Farrel Town Bridge . They will have to go through the preliminary engineering process which will be $20,000.00. Instead of going for a grant for the funds, they will take it out of the bridge fund to be ready and to use for match for the Coal Board. They are going to try to make it to the February Coal Board meeting. Ms. Kenner is going to check with Road and Bridge Supervisor Stockert on if he wants to use Stahly or go out for look for another engineering firm. Paul Martens with EnergiSystems visited to discuss a fuel new pump systems at the Road Department. It is a single unit that pumps both gas and diesel and has a wireless connection to the office. (Sheriff Thomas joined the meeting) They are going to try to get another quote and the Commissioners are going to need to decide how to split the cost between the departments that use the fuel. We are still working on the relocation of #4 Road.

Sheriff Thomas gave his weekly report to the Commissioners. Nothing new to report. There is only 1 inmate for now. The new Deputy is doing really well.

DES Coordinator Fisher gave his weekly report to the Commissioners. The EPA will be here November 26 through the 30th to do hazard assessments for the FEMA buildings. They hope to have their findings by the first of the year. This will slow the whole grant down, so Mr. Fisher is going to ask for an extension of the overall grant. This also means that we will have to make arrangements for the buildings that may have hazardous materials in them for disposal. State Hazard Mitigation Officer Nadene Wadsworth assured Mr. Fisher that there is money in the grant to cover the cost.

Public Hearing/Comment for the Coal Board Application for a Bed Replacement project at Roundup Memorial Healthcare.
Assistant Administrator for the hospital was present. There was no public comment.

County Agent Mat Walter met with the Commissioners to discuss repairs for the County Agent building. Commissioner Goffena and Berry were not present. Mark Qualman looked over the building and is going to write up a bid to be put in the paper for repairs. Commissioner Borner asked about an update on the buildings at the fairgrounds? Mr. Walter said that he hasn’t really checked because he’s been trying to get his building done. The fairground buildings can be done in the winter. Servpro will be dealing with any mold and asbestos at the Extension Office.

There was no public comment.

Commissioner Goffena was not present for 3:00 business.
Commissioner Borner called MACo to make sure she could sign dicuments in Commissioner Goffenas absence. MACo said that as Vice Chair Commissioner Borner is able to sign.

Commissioner Berry made the motion to sign Resolution 2018-22 Determining there is no environmental impact for the Coal Board Application on a side dump for the Road Department. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to vote on sponsoring the Coal Board Application for the Bed Replacement Project for Roundup Memorial Healthcare. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to sign the Coal Impact Grant Application Form for the Bed Replacement Project. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to sign Resolution 2018-23 Determining there is no environmental impact for the Coal Board Application Bed Replacement Project for Roundup Memorial Healthcare. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to sign the Certificate of Compliance form for the Bair-Collins (AKA Davis) Abandoned Coal Mine Site Assessment & Problem Analysis RIT-RDG Planning Grant Final Report submitted by Scott Graham with DEQ. Commissioner Borner seconded the motion. Commissioner Berry amended his motion to include as long as there is no increased cost to Musselshell County. Commissioner Borner seconded the amendment. Motion carried.

Larry Eaton with Pella windows called. The windows that are presently in the courthouse will no longer be available after December. The Courthouse being a historical building should have all the same windows.

Kathie Bailey with Snowy Mountain Development Corporation called to discuss the Coal Board Applications and what she still needs. She will need that last audit from Accounting and she needs the signed Coal Board Application for the Side Dump Trailer.

Commissioner Berry made the motion to suspend the rules to sign the Coal Board Application for the Side Dump Trailer for the Road Department. Commissioner Borner seconded the motion. Motion carried.
