The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Berry was present. Commissioner Borner was not present but will be present this afternoon.

The September 10 minutes were reviewed and approved by all Commissioners. There are no minutes for September 17, 2018 because the Commissioners were attending a MACo Convention.

Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. The Commissioners need to talk to the County Attorney regarding re-locating #4 Road. The Commissioners signed the extension letter to the Coal Board regarding the match for the MFLAP preservation grant for Old Divide & Fattig Creek Road.

Under Sheriff Lesnik met with the Commissioners to introduce the new Deputy Rhiannon Potts.

Accounting Supervisor Angel gave her weekly report to the Commissioners. Preliminary Budgets were discussed and there will be a public hearing on October 1, 2018 at 2:00 and they will be voted on at the 3:00 business the same day. Pay period and call out pay for the Sheriff Department was discussed and will be voted on at the 3:00 business to add in the verbiage from the previous policy.

DES Coordinator Fisher gave his weekly report to the Commissioners. Troy Evans was present. Mr. Fisher is willing to go full time in the position. The Commissioners are going to talk to the County Attorney to make sure they do not have to go out for applications for the positon.  They received a letter from Gary Barta regarding the Turley property but no actual appraisal yet. Local companies will be called to get a bid on taking off the tin and start getting the Lekse property cleaned up.  The question was asked- who issues the warning or citations to residents that are burning without a permit?  DES is also titled the County Fire Warden and Mr. Fisher is a Deputy Reservist and has no problem issuing warnings or citations.  They will ask the County Attorney.  They sent out fliers in the mail for residents in the Flood Plain regarding a Public Open House for floodplain mapping on October 3, 2018 at the Ambulance Barn at 5:00 P.M.

Public Comment:

Troy Evans read a letter to the Commissioners (available for review at the Clerk & Recorders Office) regarding audio and video of Commissioner’s not being made public.

After discussion of the procedure for re-routing #4 Road, Commissioner Borner made the motion to have a title search done for Section 18, Township 8 North, Range 26 East NE4NE4 for to start proceedings to possibly re-locate #4 Road. Commissioner Berry seconded the motion. Motion carried.

 

Commissioner Borner made the motion to call local contractors to get bids on completely fixing the steps at the north entry to the Courthouse and an overly of the front steps. Commissioner Berry seconded the motion. Motion carried.

 

Commissioner Borner made the motion to use the County Complex Building for the placement of the Justice of the Peace effective January 1, 2019. Commissioner Berry seconded the motion.  Motion carried. The Inter-Local Agreement for Court Services will be signed on October 1, 2018 3:00 business.

 

Commissioner Borner made the motion to approve and sign Resolution 2018-18 Setting School.

Levies. Commissioner Berry seconded the motion. Motion carried.  Kathy Pfister, Mary Nelson and Darcie Hetrick joint the meeting.  Ms. Pfister went over the numbers with the Commissioners. (to be posted on the County website)

 

After discussion, Commissioner Borner made the motion amending the Policy Manual regarding Sheriff Department call out pay by adding verbiage from the previous manual. Commissioner Berry seconded the motion.

 

Kathie Bailey with Snowy Mountain Development Corp. called the Commissioners to let them know that the Coal Board did approve the Road Department getting a used grader and gave the Hospital $100,000.00 for a call system. The replacement of beds at the hospital and a new side dump for the Road Department will be asked for at the December 2018 meeting. We will have to put them on the agenda for approval and have public hearings for environmental exclusion in October.
