The meeting was opened at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present. County Attorney Krakowka was also present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day after adding County Agent Reed Cooley to the 10:00 time slot. Commissioner Goffena seconded the motion as amended.

Commissioner Goffena made the motion to approve the minutes from the April 18, 2025 meeting. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley attended a Refuse Board meeting on Tuesday April 22, 2025.  They are going to be working on a Position Description and Performance Appraisal for employees. Sophie Branch from the Department of Revenue was present to discuss billing.

Commissioner Turley attended a Bull Mountain Landowners Association meeting on Thursday April 24, 2025.

Commissioner Turley attended a Bair Collins meeting on Wednesday April 23, 2025. The meeting went well.  They talked about the concrete area and possibly putting an open sided structure there.

Commissioner Goffena attended an Opioid Settlement meeting.  There were only 5 Counties out of the 10 Counties in the District.  They went over 4 grants.

All Commissioners met with Auditor Bob Denning from Denning and Downey Associates to go over the end of year adjustments on Monday April 21, 2025. Mr. Denning complimented the Commissioners on turning everything around and doing so well.

Commissioner Goffena attended a Council on Aging meeting Tuesday April 22, 2025.  They are considering returning to 3 days a week meals. They will talk to Roundup Memorial about the other 2 days for Meals-on Wheels. They also discussed using the bus for taking seniors shopping on Saturdays.

Commissioner Pancratz had a phone call from Fergus County Commissioner Butcher regarding a new Member at Large from Musselshell County for the Snowy Mountain Development Board.

There was a phone call from Claudia Pelan to see if Chris Kirk helping with the Cemetery paperwork would be ok. (Ms. Kirk is coming in this afternoon with Tana Turley from the Musselshell Cemetery Board regarding helping with all their reports). The Commissioners agreed it was ok.

No Public Comment.

Commissioner Turley made the motion to sign the Buy Sell Agreement (through DocuSign) for the vacant lots North of the Wier Building.  Commissioner Goffena seconded the motion.  Motion carried.

County Agent Cooley gave his weekly report to the Commissioners.  The Ag Extension Agent Conference is next week.  He received a quote from Eliasson to put the fans in the barns. The Fair Board is going to get a system for procurement. The Fair Board meets every 4th Tuesday of the month.

Sheriff Lesnik gave his weekly report to the Commissioners. Deputy Randall was also present to discuss staying at the Fair Grounds for the summer. They had a good week at the Sheriff’s office, and they are moving in the right direction.

DES Coordinator Rook gave his weekly report to the Commissioners. There is a FEMA meeting next Thursday at 9:30. A.M.

County Health Worker Berg gave her weekly report to the Commissioners. The agreement with the school was signed.

Tana Turley from the Musselshell Cemetery Board was present with Chris Kirk. Ms. Kirk asked if it would be acceptable with the Commissioners if she did the Roundup and Musselshell Cemetery reports. The Commissioners said if the board was ok with it, they were also.

Theresa Doumitt discussed Wier Building updates with the Commission.  These discussions included the AIA Amendment with John Minock, a plan to manage stormwater off the Wier roof, dehumidifiers for the basement, the expectation to have the final shoring plan from HPA by 2pm, and the plan to submit the Building Permit application today (if HPA send plans before 3pm).  Theresa also shared information with the Commission regarding Wednesday’s selection of the Abatement Contractor, the Buy-Sell for 2 of the vacant lots that are North of Wier, the ORE and SSBCI Loans available to business owners, water and electric hook-up timing, and the placement of construction fencing.

There was no public comment.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
