The meeting was called to order at 9:00 by Commissioner Goffena. Commissioner Borner and Berry were present.

The Minutes from the September 11, 207 meeting were reviewed and approved by all Commissioners. There was not a meeting on September 18, 2017 due to the MACo Annual Conference.

Clerk and Recorder Tomassi met with the Commissioners to go over County Tax Deeds that will be on the 3:00 business.

Road Department Secretary Kenner gave her weekly report to the Commissioners. A PERS (Public Employees Retirement System) representative will be here on October 11, 2017, beginning at 10:00 A.M. with any questions for the employees. Everything at the Coal Board Meeting on Friday September 22, 2017 was tabled until the December 21, 2017 meeting. They are continuing to try to get roads in shape. They are working with vendors to get the Musselshell Shop renovation completed. Road and Bridge Supervisor Stockert has 4 bridge inspections ( Fairgrounds, Harvey Road, Queens Point and Delphia) on the 26th with Stahleys Engineering. Fattig Creek was watered by Signal Peak and the County bladed it.

Sheriff Thomas and Under Sheriff Lesnik gave their weekly report to the Commissioners. Budget cuts were discussed. The Commissioners said that if the mine would close down there would be a 36% cut in County revenue which would be devastating for the County. Mr. Lesnik said that we need to figure a way to bring people in to generate revenue. The Commissioners said they need a solution at a Federal level. Mr. Thomas said that a new jail would bring in revenue.

Pam Carter visited with the Commissioners as a private citizen regarding the funds being cut by the State. There are 19 Public Assistance Office in the State that are going to be closed. Musselshell County is on the list. The Governor is going to decide which ones will close. Ms. Carter is very concerned about the elderly and disabled residents in the County. Commissioner Berry asked what the Commissioners can do to help. Ms. Carter supplied an e-mail address for them to go to and show their concern and support. Ms. Carter will supply the numbers of clients seen in Musselshell County.

Weed Coordinator Beck met with the Commissioners to go over budgets for Noxious Weed Chemical Sales.

Mark Qualman with Quest Services Corp, Natalie Hazelton, Brenda Vescovi and Brian Johnson with Collaborative Design met with the Commissioners regarding the Senior Services Building. Mr. Johnson had a 90 % set of plans for all to go over and some paint, tile cupboard and flooring samples to decide on. They are planning to go out for construction bid the week of October 2, 2017 with construction starting in November. Mr. Qualman also was told to move forward with working on a pole barn for the Sheriffs Department.

IT Specialist Adam Toombs met with the Commissioners about the security cameras in the Courthouse. They need to be updated and Mr. Toombs will send a quote. This will be discussed at the 3:00 business on October 2, 2017 meeting.

Tayla Snapp with U. S. Representative Greg Gianforte met with the Commissioners to introduce herself and ask if the Commissioners have any concerns or questions. Commissioner Goffena said they are very concerned with the 36% cut of revenue the County will experience if the Signal Peak Mine closes. Regulations need to be fought against. Commissioner Berry is worried about FEMA money that has been put aside for Musselshell County from past disasters getting tapped into or drying up with all the other horrible disasters that have happened recently. Commissioner Borner mentioned Equal Access for Justice. Montana is a Natural Resource State and environmentalists are blocking the ability to collect commerce. Ms. Snapp said she will relay all concerns to Mr. Gianforte.

There was no public comment.

Commissioner Berry made the motion to approve the 2017/2018 Mussleshell County Budget. Commissioner Bonrer seconded the motion. Motion carried.

Commissioner Berry made the motion to approve and sign Resolution 2017-19 to Determine Fair Market Value and Order for Sale of County Tax Deed Property, set as appraised. Commissioner Borenr seconded th motion. Motion carried. Resolution 2017-19

Commissioner Berry made the motion to approve and sign Resolution 2017-20 Elected Official cost of living increase and raises. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign Resolution 2017-21 Rescinding Stage 2 Fire Restrictions. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign the Encroachment Permit for Section 11, Township 11 North, Range 28 East, for a water pipe on 4 Mile Road, submitted by High Butte Ranch. Commissioner Berry seconded the motion. Motion carried. Subject to Road and Bridge Supervisor Stockerts approval. Approval granted. 2017-O-638

Commissioner Borner made the motion to approve and sign the Encroachment Permit for Section 29, Township 7 North, Range 26 East for an approach on Ambush Road submitted by Clayton & Monda Emond. Commissioner Berry seconded the motion. Motion carried. Subject to Road and Bridge Supervisor Stockerts approval. Approval granted. 2017-O-639

Commissioner Berry made the motion to approve the Agreement for the Rental and Servicing of Shred Containers submitted by Montana Records Management LLP for the County Attorney Office and Clerk Of Court. Commissioner Borner seconded the motion. Commissioner Berry amended his motion to the cost of the shredding will come out of those departments budgets. Commissioner Borner seconded the motion. Motion carried. The Commissioners did not sign the Agreement.

There being no further business the motion was made to adjourn. Motion carried.
