January 20, 2023

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz was present.  Commissioner Goffena was not present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after removing to sign the Letter of Determination letter for a Categoric Environmental Exclusion for the Road Department Coal Board grant for 2 new belly dump trailers. And adding signing the MOU for Environmental & Historical Preservation (EHP) with Park County. Commissioner Turley Seconded the motion as amended.  Motion carried.

Commissioner Pancratz made the motion to approve the January 13, 2023 meeting minutes as written. Commissioner Turley seconded the motion.  Motion carried.

Board meetings: No Board meetings.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.  The new flood light at the Complex needs the sensor adjusted. The Commissioner would like an itemized invoice from Pioneer Plumbing on the hot water heater at the Complex. Window in the Treasurer’s Office was repaired.

Commissioner Goffena entered the meeting.

Mike Morgan and Duane Snook with Musselshell County Housing Authority met with the Commissioner regarding the Homes on the Range building.  The building is settling and causing problems. There is already one unit that cannot be used because of the settling and water damage. They worry that if something isn’t done it may turn into a safety issue.  The Commissioners called Cathy Barta at Snowy Mountain Development and they will be contacting the Commissioners next week to discuss finding what it available for funding.

County Agent Solf gave her weekly report to the Commissioners. The 2023 Fair Books are out. This past week and early this week she had 2 4H kids in Helena to attend the Citizenship Seminar. To learn about the Legislative process.  They had breakfast with the Legislators and it went very well. There will be an Ag Tour in Lavina February 7, 2023. There will be a Roundup Community Partners meeting on January 26, 2023 to discuss the Bair-Collins area.

Sheriff Lesnik gave his weekly report to the Commissioners. The boiler is needing replace at the Sheriff’s office and they will be going out for bids. They plan on a new one by next winter. They are getting a new K9 truck. Sheriff Lesnik is working with R.I.D.E about the dates of the 4th of July parades. They are advertising for a new dispatcher.

County Attorney Larsen met with the Commissioners.  All is going well. They have been working on the “hail” cases and are getting some of the funds back that were lost to residents. Mr. Larsen is interested in a Child Protective Team for kids in the community in need.  The Interlocal Agreement with the City and the Justice of the Peace office was discussed and needs to be re-written.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. There were 4 new addresses this week. Mr. Russell brought in example maps for the Commissioners to review. The DES quarterly Status report is completed and submitted.

Treasurer Hetrick gave the Commissioner the December 2022 Cash Reconciliation Report and the Quarterly Report ending December 31, 2022.

Department Head Meeting.

Ambulance Director Solberg gave his weekly report to the Commissioners. The monitors in the Commissioner’s office were discussed.

Charles Gettleman met with the Commissioners with questions regarding the letter sent to Roundup Mesa residents from the Central Montana Regional Water Authority. The Commissioner told Mr. Gettleman that he is going to have to ask the questions at the February 22, 2023 meeting with the Water Authority for the answers.

No Public Comment

Commissioner Pancratz made the motion to sign Resolution 2023-7, Certification Form to apply for a Coal Board Grant in the amount of $97,600.00 for 2 belly dump trucks, to be applied to the Road Department budget line item for grants. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Certificate of Survey 2023-1 amending Tract 1 of Certificate of Survey 2010-10 in Section 7, Township 9 North, Range 28 East to form Tracts 1A & 1B submitted by Ricky Lee & Ladene Alexander-Elam. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Certificate of Survey 2023-2RB in the SW4 of Section 14, Township 7 North, Range 26 East. Han 75 and Han 76 will now be Tracts 1 and 2 of COS 2023-2 submitted by Dustin Texley. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Memorandum of Understanding between Park County and Musselshell County for (EHP) Environmental/Historic Preservation. Commissioner Pancratz seconded the motion.  Motion carried.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion.   Motion carried.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners with an update on the letter sent to Roundup Mesa residents regarding the February 22, 2023 meeting.

January 23, 2023 Road Department Meeting.

Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present. There will be public comment periods on Friday February3 and February 10, 2023 for an Environmental Exclusion for the 2 Belly Dump trailers the Road Department is going to the Coal Board for. The 4 and a half miles on East parrot Creek, ROW clean up and culvert installation on has been completed. They will be starting more right of way tree removal on Chandler, Fishel Creek and Hawk Creek. Grader 907 will be going to Billings for work that is covered by warranty.
