The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka and Norma Trent were also present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda after adding John Kurtz to the agenda at 9:00 and Veronica Alif, Inc. to the agenda at 1:15. Commissioner Goffena seconded the motion as amended. Motion carried.
Commissioner Goffena made the motion to approve the minutes from the July 11 and July 18, 2025 minutes after a few small changes. Commissioner Turley seconded the motion. Motion carried.
County Attorney Krakowka told the Commissioners he is looking for a new copier.
There was no public comment.
Commissioner Turley made the motion to table the signing of Work Order #10 for services to create an Agricultural Tract Exempt Survey on County owned property submitted by WWC Engineering. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to table the signing of the Memorandum of Understanding with Randy Hafer regarding the two-month agreement to hold sale of the Wier Building for proforma development. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Capital Improvement Plan for FY 2026-2031 for Roundup Airport and the CIP data sheets submitted by KLJ Engineering. Commissioner Goffena seconded the motion. Motion carried.
John Kurtz met with the Commissioners regarding signs on County property.
Valley County Commissioners and Treasurer called in to talk about the Federal Mineral Refund notification they received. (Musselshell County also received a notification) Treasurer Hetrick joined the meeting. The Commissioners are having someone do some research on this and they will let Valley County know what they learned.
County Agent Cooley gave his weekly report to the Commissioners. Tuesday at 2:00 they will be meeting with the County Accounting Specialist Marshall regarding the budget. They have been working on the 4H fair that started today and runs through next week. The Fairgrounds Coordinator position was discussed and will be worked out with the budgets.
Sheriff Lesnik gave his weekly reports to the Commissioners. They interviewed 2 candidates for the Deputy position. Everything is going well.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The EMPG (Emergency Mitigation Planning Grant) funds should be coming in soon. Next Tuesday they will be in Helena for the Fire Mitigation for the State.
Community Health Worker (CWH) Berg gave her weekly report to the Commissioners. The Commissioner talked to Superintendent Mayfield regarding accessing information and hours for internship and would like more face-to-face time. A Veteran offered to supply gun locks to be distributed. Ms. Berg is working on grant spending ideas.
Veronica Alif called in to discuss our website assessment with the Commissioners. She will be working with Ron Solberg to get into the site further.
Theresa Doumitt discussed Wier Building updates with the Commission. These discussions included the structural repair progress, next Tuesday’s construction meeting preparations and questions, the incredible progress of the hazardous materials cleanup work and next week’s post-cleanup walk thru with the EC Foreman, the proposed developer proposal and possible MOU, start of the design of the new roof for the Wier project, and the signing of the Change Order from John Minock Enterprises with Pay App2.
Public Comment:
Juleen Moore came in regarding Riverside campground. Suggested naming the campground, or part of the campground Braxton Bend after her grandson. Would the county consider maintaining Arrowhead Road because the road will be more traveled once the campground is open. Commissioners will take under advisement.
There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
Monday July 28, 2025 Road Department meeting
Bridge Supervisor Stockert, Secretaries Denise Newman and Randee Randall were present.
Stahly Engineering has submitted the Grant for the grader to the Coal Board. They need to look for a semi for hauling. Horsethief Road is a mess after the rain and there is a lot of damage. Culverts will need replaced. They are going to start graveling the first 2 miles of it today. There is a Dean Creek meeting tonight at 6:30 at the fire station. (The Commissioner went to look at the road and other roads in the area after the meeting with Mr. Stockert) The hot mix projects have been completed for now.
