The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
Pledge of Allegiance.
Norma Trent was present.
Commissioner Turley made the motion to approve the agenda after adding signing The Grant Offer for Infrastructure Investment and Jobs Act (IIJA) Airport Infrastructure Grant (AIG) Project No. 3-30-0066-019-2025 at Roundup Airport. Commissioner Goffena seconded the motion as amended. Motion carried.
Commissioner Turley made the motion to approve the August 1, 2025 minutes as written. Commissioner Goffena seconded the motion. Motion carried.
Nancy Kemler called in regarding the Bair Collins property. Commissioner Turley told her the committee is going to be finding out from FEMA what can be done to keep vehicles out of it. Ms. Kemler also asked if there was going to be an investigation on the Senior Center? The Commissioners told her there is supposed to be an audit being done.
Commissioner Pancratz and Commissioner Turley attended the developer proposal meeting for the Wier building on Wednesday August 6, 2025.
Commissioner Pancratz and Commissioner Turley attended the Republican meeting Wednesday August 6, 2025. The Signal Peak Mine was discussed.
Commissioner Pancratz attended the Fair Board meeting on Tuesday August 5, 2025. They are working on hiring a part-time fairground coordinator.
Commissioner Turley attended a Bair Collins Committee meeting on Wednesday August 6, 2025. Dan Eiselein and Cheri Tate were present. They are working on a solution to keeping vehicles out of the area.
Commissioner Turley attended the Hospital Board Meeting on Thursday August 7, 2025 virtually. The hospital is in a good financial situation.
Public Comment.
Cody Samuelson with Key Insurance was present to answer any questions for item #2 that is on the agenda.
Commissioner Goffena made the motion to sign Memorandum of Understanding with Randy Hafer regarding the two-month agreement to hold sale of the Wier Building for proforma development. Commissioner Turley seconded the motion. Discus and review of the new agreement sent by High Plains Arch. After reviewing Commissioner Turley made the motion to table the item. Commissioner Goffena seconded the motion. Motion carried to table.
Commissioner Turley made the motion to sign the Appointment of Agent and Agreement from MACo for Key Insurance. Commissioner Goffena seconded the motion. Motion carried.

Sheriff Lesnik gave his weekly report to Commissioners. There are a lot of people in the jail. The 4H Fair was very good.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The reimbursement paperwork for the Swift Currant FEMA Grant has been submitted, so we should be getting the reimbursement soon. The Busy Bee auction is over, and they will now be going out for bids on the demolition of the building. A State Library Specials went over their GIS records for the next step to be compliant. They will be looking for grant funding for a possible purchase of the wells in Melstone for fire mitigation.
Commissioner Turley was absent for the afternoon.
Community Health Worker Berg gave her weekly report to the Commissioners. They have been very busy working on grant information.
Theresa Doumitt discussed Wier Building updates with the Commission. These discussions included structural repair progress, 7/28/2025 flood recovery and possible mitigation efforts, next week’s stabilization and destructive assessment meetings, the MOU for the potential developer, and the revised schedule and upcoming Change Orders from John Minock Enterprises.
Public comment:
Terry Frost, chairman of the Refuse Board met with the Commissioners to discuss a resolution to raise commercial fees 14% at the dump. The resolution will be on the agenda this Friday August 15, 2025.
There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.
August 11, 2025 Road Department Meeting.
All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present.
County Attorney Krakowka also joined the meeting.
The Dean Creek Road Meeting on Jully 28, 2025 did not seem to fix the problem regarding the road and was more of a complaint session which is very frustrating for the County. Horsethief Road work is done, they used 6000 yards of material. The Ragged Road project will probably need to be 2 or 3 weeks. They ordered 6 replacement culverts at the cost of $36,000.00 and that does not include concrete. They discussed possibly going back to making it where the land cleans its cattleguards and pays for materials, installation and repair instead of the County. Gravel Pit on Pioneer Road was discussed and we will need some research done.
