The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.

Pledge of Allegiance.

Norma Trent and County Attorney Krakowka were also present.

Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded the motion, motion carried.

Commissioner Goffena made the motion to approve the minutes from August 8th, 2025, minutes as amended. Commissioner Turley seconded the motion.  Motion carried.

Public Comment:

Norma Trent gave public comment on behalf of the Refuse Board looking for a part-time on-call or as needed employee for the Musselshell/Melstone Refuse transfer site.

Commissioner Goffena made the motion to review and sign Memorandum of Understanding with Randy Hafer regarding the two-month agreement to hold sale of the Wier Building for proforma development. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to review and sign Resolution 2025-23 establishing the Elected Official Compensation Board decision that Elected Officials and eligible employees will receive a $1.44 an hour increase in pay. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to review and sign Resolution 2025-24 where the Refuse is recommending an increase to the commercial and business annual fees to cover costs and increases from Republic.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to review and sign the Construction Agreement and Notice of Award for the Roundup Airport AIP 3-30-0066-xxx-2025 for Pavement Maintenance submitted by KLJ. Commissioner Goffena seconded the motion. Motion carried.

CAS Marshall reviewed the finalization of the 2025-26 FY budgets, expenditures, and revenues. Preliminary budgets will be ready in the next few weeks.

County Agent Cooley discussed a proposal for an OWL meeting system for the extension office and submitted a plan with an expected cost of $6,000, in connection with the department’s facility and technology needs. Also discussed the Extension office budget and funding, the Fair Grounds Coordinator position, upcoming programs and community impact.

All Commissioners attended the MACO Tax Meeting virtually.

Commissioner Goffena attended the CMHD meeting. Southwest Inspection Services will be taking over community septic permits.

Commissioner Goffena attended the Watershed Meeting. There are 54,715-acre feet of water in Deadman’s Basin. WWC will be replacing the drop structure coming out of the Basin.

DES Coordinator Rook reviewed the bids that were submitted for the demolition of the Busy Bee with the Commissioners. Additionally, reviewed the staff stations for the weekend included 12 fire fighters staffed throughout the county. DES Director Russell went out on deployment. FEMA reviewed the Goffena bridge project on Tuesday August 12th. The department is expecting recommendations for demolition and disposal from FEMA on the old bridge.

Sheriff Lesnik reviewed the purchase for an evidence/corner building. The department is currently housing 6 inmates and is expecting one in transit from Colorado. The facility is full.

Treasurer Hetrick reviewed the MDT Taskforce confidential board requirements with the Commissioners. As well as the completion of the tax deed property in Melstone.

Community Health Worker Berg gave her weekly report regarding community mental health to the Commissioners.

Public comment:

Doreen Kowalski came in on behalf of Rodeo Roundup, following up with the organization’s unanimous vote and further recommendation to the Fair Board to name the area The Rainbow Hillman Arena.

With there being no further business, Commissioner Turley made the motion to adjourn at 3:07 PM, Commissioner Goffena seconded the motion, motion carried.
