August 22, 2025

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.

County Attorney Krakowka and Norma Trent were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve August 15, 2025 minutes after a few minor adjustments. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena attended a Weed Board Meeting on Wednesday August 20, 2025.  Property owner responsibility for weed control was discussed. They may contract someone to spray.

Commissioner Goffena attended a State Fund Workers Compensation meeting on Thursday August 21, 2025.  Doctor visits and paperwork need to be submitted and a solution for people to get back to work full-time.

There was no public comment.

There was no business.

CAS Justina Marshall joined the meeting for the morning via TEAMS.  She is working on the Preliminary Budget for Public Notice for next week.

Clerk & Recorder Tomassi visited with the Commissioners regarding needing a meeting with the Tax Appeal Board.  Workers Compensation and a property in Melstone that was taken by Tax Deed was also discussed.

Chris Kirk with Kirk electric visited with the Commissioners regarding work being done at the fairgrounds. The wire needed has been purchased, and they are waiting for delivery.

County Agent Cooley gave his weekly report to the Commissioners. He will be meeting with the CAS next week to finish the budget. The Fairground Coordinator pay details needs to be finished.  The Commissioner suggested calling MACo regarding the pay and hours. There is a Fair Board meeting on August 26, 2025. September 15, 2025 there is a pesticide training class.

Sheriff Lesnik gave his weekly report to the Commissioners. Jeremey House was also present. They have a full jail. A new deputy was hired.

Isaac Garcia stopped in regarding the timecards for the Musselshell Refuse.

DES Director Russell gave his weekly report to the Commissioners. Mr. Russell was deployed to the Summer Spring and Avon Drummond Area Fires in the West.  Dispatch interviews were attended. Fire restrictions are good.

Commissioner Goffena left the meeting for the day.

Ambulance Director Solberg met with the Commissioners with a Human Resources issue.

Theresa Doumitt discussed Wier Building updates with the Commission.  These discussions included structural repair progress including Bulletin 1R and 2 as well as Change Order 2, Builder’s Risk inspection on 8/21/2025 for 7/28/2025 flood recovery and possible mitigation efforts, the finalized MOU for the potential developer, need to plan for stormwater drainage in alley, and maintenance of the vacant lots.

There was no public comment.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.

Monday August 25 Road Department meeting.

Commissioner Pancratz, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Randall were present.  Cost of replacing on cleaning cattle guards has become a real issue. (Commissioner Goffena joined the meeting)  They are going to be creating cattle guard installation and cleaning applications for landowners. They are looking for gravel.

Weed Coordinator Newman met with the Commissioners with an HR issue.
