The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.

County Attorney Krakowka was present.

Pledge of Allegiance.

Theresa Doumitt gave an update to the bid changes for the Wier Building stabilization.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the August 29, 2025 meeting after a name clarification.  Commissioner Goffena seconded the motion as amended. Motion carried.

Tuesday September 2, 2025 all Commissioners attended a Special Montana Association of Counties (MACo) Board meeting regarding the Crow Revenue Act where the MACo Board is standing behind Musselshell County after realizing that this isn’t just about Musselshell County, this will affect all Counties and possibly the whole State of Montana. The Montana Oil Gas and Coal Association also stands behind us and there will be more voices heard.

Thursday September 4, 2025 all Commissioners attended a Hospital Board meeting.  The Board is concerned about how the Crow Revenue Act will affect the Hospital.  The Commissioner let the Board know that they highly support the 20 Mill Levy up for vote.

Commissioner Pancratz and Commissioner Goffena attended a Fire Council meeting on Thursday September 4, 2025.

There was no public comment on the 2025/2026 Preliminary Budget.

There was no Public Comment on any public matter within the jurisdiction of the Commissioners that was not on the Agenda.

 

Commissioner Goffena made the motion to sign the Agreement between Owner and Contractor for the Airport Gate Replacement AIP# 3-30-0066-xxx2025 submitted by KLJ Engineering. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Change Order #2 & #3 for the Wier Building Stabilization submitted by High Plains Arch. & contractor John Minock.  Commissioner Goffena seconded the motion.  Motion carried.

County Accounting Specialist Marshall met with the Commissioners to go over final budgets.

There was a closed-door HR meeting with Catalyst for Change.

County Agent Cooley gave his weekly report to the Commissioners. There were some final things with his budget. Next week they will sign the Agreement with MSU for his position. Mr. Cooley will be gone all next week for orientation in Bozeman. The Work Study student is doing well. There will be a Fair Board meeting on September 23, 2025.

Sheriff Lesnik gave his weekly report to the Commissioners. They still have many inmates. Coroner building prospects were discussed. Hopefully we are getting out of fire season soon.

DES Director Russell gave his weekly report to the Commissioners. There was a fire on Parrott Creek Rd caused by lightning which burned 12 acres. The drone was used to find the fire.  The Dean Creek repeater has been put on the top of the list with Homeland Security. Hopefully we will know by October. The Fire Council meeting went well. They are going to partially fund the Dean Creek Department bays and building extension out of their capital improvement fund. They are still waiting on permits for the Melstone VFD building. Mr. Russell will be looking for a grant for fire mitigation.

Treasurer Hetrick met with the Commissioners with her monthly balance sheet. There was a Melstone property taken on tax deed recently that a family member would like to redeem before it goes to auction.

Community Health Worker Berg met with the Commissioners. The grant for the Montana Opioid Application Trust should be finished next week.

Casey Kombol met with the Commissioners regarding any County owned land that the company he works for could purchase to move the business to out of the Fergus Electric building.  The Commissioners are going to check into it.

There was no public comment.

There being no further business Commissioner Turley made the motion to adjourn.  Commissioner Goffena seconded the motion. Motion carried.

Monday September 8, 2025 Road Department meeting.

All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present.

They did 4 culverts on Dean Creek Thursday and will be working on the Goffena intersection.  Graveling on Goffena and then moving to Fattig Creek toward Chandler Road. Coal Board meeting is September 11, 2025. There will be “public comment” notices going out for a resolution to establish fees on cattle guard installation, repair and maintenance.

Monday September 8, 2025 the Commissioners had a “Noticed Special Meeting” to adopt Resolution 2025-25 for the Budget for Musselshell County Fiscal Year 2025-2026 and Resolution 2025-26 for Budget/Levy for School Mills; County Wide Transportation, High School Retirement and Elementary School Retirement: and Statewide School Equalization.
