September 19th, 2025

The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.  The minutes were taken by Garilynn Rapp.

Pledge of Allegiance.

Norma Trent and County Attorney Krakowka were also present.

Commissioner Goffena made the motion to approve the agenda. Commissioner Turley seconded the motion, motion carried.

Commissioner Turley made the motion to approve the minutes, from September 12th, 2025, minutes as amended. Commissioner Turley seconded the motion.  Motion carried.

No Public Comment:

Commissioner Goffena made the motion to table the OMNI Managed Service Renewal submitted by Systems Technology Consultants, for additional clarification. Commissioner Turley seconded the motion, motion carried.

Commissioner Turley made the motion to table the Encroachment Permit for an approach on Old Musselshell Road submitted by Kyle Marshall, for Road Supervisor Stockert’s signature, Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena made the motion to review and sign Resolution 2025-28 Amending Resolution 2025-10-Stating Tax Years instead of Fiscal Years on Placing 20 Mill Levy on the Ballot for the County Hospital District. Commissioner Turley seconded the motion, motion carried.

Meetings:

Commissioner Goffena attended the Central Montana Health Board meeting. The board is transitioning on-site wastewater treatment permits to a new provider. Permits will now be issued from Judith Basin. All old records will be moved to the County of origin.

Commissioner Turley attended meeting with Courtney Long, as she reviewed the flood plain flying a drone up and down the Musselshell River.

Commissioner Turley also attended the Snowy Mountain Development Meeting. Sarah Hudson reviewed protecting CBDG grant funds from the Department of Commerce.

EMS Director Solberg came in to review the OMNI Managed Service Renewal submitted by Systems Technology Consultants. They discussed dropping some support services deemed unnecessary to reduce the liability. Additionally reviewed continuing the contract to have WIC meetings held at the Ambulance Barn.

County Agent Cooley discussed Producers and Innovation Grant processes with the Commissioners. The extension office will be starting the Ranchers Roundtable meetings up for the fall and winter. He reviewed the cattle market and Heffer viability projections in conjunction with the beef prices to remain steady. Also discussed the wool industry and economics.

Sheriff Lesnik Reviewed Camping Ordnance for camping on Musselshell County property. He confirmed that the department is still staffing the SRO and will be requesting 85% of the deputy’s salary to be paid for by the school board, next spring. With those funds being picked up, he intended to hire a 10th deputy for the Sheriff’s Department. Additionally, he reviewed the 2025-2026 Sheriff’s Department budget. The department will be budgeting $115,000 for their In Car camera system upgrade, as the Watch Guard system they currently use has been sold out to Motorola. He also discussed the possibility of water fountains installed at the jail instead of water delivery from Culligan. The Commissioners requested the Sheriff’s office monitor speed on County roads.

DES Director Russell and DES Coordinator Rook reported to the Commissioners that the department had 2 fires last week. The Turley Ranch fire consumed 47.9 acres The second fire was the Mud Flap fire which consumed 7.1 acres and was self-extinguished by rainfall. DES is looking at purchasing a water tender to retire the current tender with over 650,000 miles on it. The new tender will have 3,000-gallon water tank capacity and electric arms. Bull Mountain capital improvement and county capital improvement funds will be funding the purchase. Fire Staff Stations will be ending on September 24th, 2025. The dept has submitted the LAPC Grant. They are making progress on the Homeland Security Grant. All Federal Grants are still in review. Notice of funding opportunity came in with a very short time frame of 2 weeks this year to have all the Grants submitted. The department submitted grant funding for the Dean Creek Radio Tower, and are expecting to be notified by September 30th, if that $450,000 project will receive the 100% funded grant.

Treasurer Hetrick presented the Commissioners with the School Budgets for 2025-2026 fiscal year for their signatures. Additionally, they reviewed the Goffena Bridge reimbursement of $11,000 as well as the town of Musselshell water for a $4,000 reimbursement. The Melstone Water project needs to be reviewed with the grant administration, Great West, to receive $97,000 reimbursement. She discussed the Positive Pay fraud protection within the Black Mountain Software system with the Commissioners.

Public comment:

Josh Garner came into visit with the Commissioners about fixing #4 Road, it was determined that the City of Roundup is responsible for #4 Road, and suggested he visit the City.

With there being no further business, Commissioner Goffena made the motion to adjourn, Commissioner Turley seconded the motion, motion carried.
