The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka and Norma Trent were present.
Theresa Doumitt was present for business.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve September 26, 2025 minutes after a few adjustments. Commissioner Turley seconded the motion as amended. Motion carried.
PUBLIC COMMENT ON ORDINANCE 2025-1, CAMPING ON COUNTY OWNED PROPERTY. There was no public comment.

Commissioner Goffena made the motion to sign a Notice to Proceed for the selected contractor for the roofing work for the Wier Building Project. Commissioner Turley seconded the motion.
Commissioner Turley stepped out of the meeting for a few moments.

Commissioner Goffena made the motion to sign a Notice to Proceed for John Minock Enterprises (JME) on 10/6/2025, IF THE INDEPENDENT ESTMATE MATCHES THE PROPOSED COSTS FROM JME (expected on 10/6/2025) for Phase 2 of the Structural Repair of the Wier Building Project. If the independent estimate and the JME proposal are not in alignment, then the Notice to Proceed will not be signed on 10/6/2025. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2025-29 ESTABLISHING THE METHOD OF LEVYING VOTED MILLS PER HB231 AND SB542 PASSED IN THE 2025 MONTANA LEGISLATURE. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the OMNI Managed Service Renewal submitted by Systems Technology Consultants. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Encroachment Permit submitted by the Tranel Properties on Alec Roy Road. Commissioner Turley seconded the motion. Motion carried.
County Agent Cooley gave his weekly report to the Commissioners. They are working with 4H on different programs. Mr. Cooley is working on a Livestock Emergency Response Grant for first responders to an accident.
Sheriff Lesnik gave his weekly report to the Commissioners. Jeremy House was present. Once the Camping Ordinance for camping on County Property has had the public meetings and been signed there needs to be a resolution on camping fees. Now that there is a Fairgrounds Coordinator, the Fair Board and Commissioners should set up designated camping spots and fees at the Cow Belle’s Campground.
DES Coordinator Rook gave his weekly report to the Commissioners. Director Russell was deployed to the Drummond Fire. They have received the keys for the Busy Bee and are reviewing the bids for demolition.
Community Health Worker Berg and Kristen Grimsrud with Integrity Therapeutic visited with the Commissioners. Ms. Berg asked the Commissioners if Ms. Grimsrud could use her office a few times a week for counseling. The Commissioners did not have a problem with that if Catalyst for Change didn’t have a problem. Ms. Berg said she had already talked to them, and they were on board with the idea.
Chris Kirk with Kirk Electric met with the Commissioners with an update on the electricity at the fairgrounds.
Clerk of Court Halverson met with the Commissioners to see about buying a copier.
Meetings:
All Commissioners attended interviews for a new Attorney for Musselshell and Golden Valley Counties on Tuesday the 7th and Wednesday the 8th, 2025. The Commissioners have hired Holly Todd-Rogers.
All Commissioners were on the radio Wednesday October 8th, 2025.
All Commissioners met with Northern plains and Nicole Borner to discuss a feasibility study for an Economic Development Administration Grant.

October 6, 2025 Road Department Meeting.
Commissioner Pancratz, Commissioner Turley Road and Bridge Supervisor Stockert and Secretary Randall were present.
They installed 4 cattleguards and put some gravel down on dean Creek Road. They went over prices for the grader and decided on the 2018 John Deere. Secretary Randall has been certified as the (SWPP) Storm Water Prevention Plan Administrator. They have been out blading since there was some moisture.
