The meeting was called to order at 8:30 by Commissioner Pancratz, Commissioner Goffena and Commissioner Turley were present. Minutes were done by Garilynn Rapp.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Turley seconded the motion as amended. Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-31. Appointing a Special Deputy County Attorney for DC 24-31. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign AIA roofing contract for the Wier Building project with Empire Roofing. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to table the signing of the AIA contract for Phase 2 Structural Repair for the Wier Building project. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the extension of agreement with Randy Hafer to continue investigations for his role as the potential developer for the Wier Building project, if no concerns arrive after the meeting on Tuesday Oct.14th. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Agreement for the Nutrition Program for Women, Infants and Children (WIC). Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to review and sign the Outlay Report for Reimbursement for Construction Program for the Round Airport submitted by KLJ Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Area II Agency on Aging Match Agreement. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to Review and sign the Ordinance 2025-1 Establishing Rules and Regulations Regarding Camping on County-Owned Property within Musselshell County. Commissioner Goffena seconded the motion. Motion carried.
Commissioners discussed the funding of MCCOA with Bruce Hoiland.
CAS Marshall discussed 2024-2025 County Audit with the Commissioners. She will be a Conference October 21st-24th, 2025.
County Agent Cooley gave his weekly report to the Commissioners. Mr. Cooley discussed the Water Shed meeting and setting up website features allowing property owners to report conditions of moisture content individually to get a more comprehensive system of data to DNRC State Drought Committee. The fairgrounds coordinator is working with Stahly Engineering to for waterline testing at the fairgrounds. County Agent Annual Conference to be held in Bozeman October 20th-24th. 4H will have online options open for enrollment.
Under Sheriff Bednar gave Sheriff’s Office weekly report to the Commissioners. The office investigated campers down at the river. The Sheriff’s Office will be moving forward with the capital improvement to upgrade the in-car camera system from the discontinued Watch Guard to Motorola. The $107,687 investment will include body cameras that interact with the in-car system. Communications Supervisor Ramsey and Under Sheriff Bednar discussed an HR issue with the Commissioners.
DES Director Russell and DES Coordinator Rook reviewed FEMA grants with the Commissioners. MC Fire Council has taken possession of the new Fire Tender. The West Repeater Project Grant funds have been approved by the State. FEMA will send documents as soon as the Federal Government re-opens. The EMPG grant funding has been approved for $12,000. Dean Creek is getting new fire truck from BLM, with additional $5,000 worth of equipment, at no cost. The department assisted with a well truck fire, on Bruner Mtn. The truck fire caused wildfire on the land, which was quickly extinguished.
All Commissioners attended the Department Head Meeting today. Present were, EMS Director Solberg, County Attorney Todd-Rogers, Road Supervisor Stockert, Weed Coordinator Newman, DES Director Russell, DES Coordinator Rook, CHW Berg, Communications Supervisor Ramsey, Treasurer Hetrick, CAS Marshall, Clerk and Recorder Tomassi, Clerk of Court Halverson.
DES Director Russell: RAS has furloughed Glen until January 2026. The department Grant application for the Dean Creek Repeater has been approved in the amount of $450,000. The EMPG Grant for $12,000 has been approved. The Swift Current (Busy Bee) bid with Solan Contracting, out of Molt was accepted in the amount of $55,000. The project will begin on Oct. 20th, 2025. The tear down begins pending the Federal Government shutdown, when FEMA funds will be available. The project is expected to be completed before the end of the calendar year. The largest fire in the County this fire season was 50 acres, crediting staff stations for quick response times, as well as very effective mitigation. The fire council is working on “right sizing” their fleet. They took possession of a new Fire Tender last week. Dean Creek is getting a new fire truck from BLM. A disaster barricade trailer is now on-site at the Road Department.
Weed Coordinator Newman has been reviewing the budget with CAS Marshall. She has been working on fall spraying in Musselshell and Golden Valley.
Road Supervisor Stockert reported the Goffena Bridge project is complete and the Bridge has been transferred to Musselshell County from DEQ. The Ragged Point culvert project was completed, and 4 culverts were replaced on Dean Creek Road, with spot graveling. Hawk Creek Road graveling project is scheduled to start again on October 20th, 2025, with 8 miles to be completed. The department took possession of a new motor grader with assistance from a grant received from the Coal Board. The department added another semi-truck to the fleet to assist with gravel hauling production. The department has two mowers out to get all fall cleanup completed.
County Attorney Holly Todd-Rogers introduced herself to the department heads and is excited to be part of the team.
EMS Director Solberg is starting an EMS class next month. The department is expected to receive a new ambulance in July. The North Repeater has been replaced; Turley Hill Repeater will be a backup. The East Repeater generator is not working. All County computers on the Byte Speed program are scheduled to be replaced. No software or programs should be downloaded on any County computer. Software upgrades will come directly from Morrison Maierle and will automatically download at night as necessary.
District Court Clerk Halverson reviewed the new State system, Enterprise. The system allows attorneys to e-file. In January the system should allow for the County Attorney to open a new criminal case via e-file.
Clerk and Recorder Tomassi discussed the legislature increases for recording documents went up to $20.00 for the first page and $10.00 for additional pages. The hospital election will be mailed in only, no in-person poll voting this year.
CAS Marshall reported that the 2024-2025 audit is in process. Full audits will continue yearly basis, with our new auditor, Nexus. Budgets are completed for FY 2025-2026.
Commissioner Turley is pleased with the progress of the Wier Building.
County Agent Cooley updated that Winter Ag Programs will be starting. The extension office will be applying for a new grant for an Emergency Livestock Trailer equipped with materials to respond to highway accidents where livestock is involved.
Communications Supervisor Ramsey has been training a new Communications Officer with 5 weeks remaining on the training schedule.
CHW Berg is collaborating with LCPC for Elementary and Middle School for supporting community students.
The Commission met with Veronica Alif to review the new Musselshell County Website design.
Public Comment:
Chuck Gettleman reported that Mesa-Roundup Subdivision has residents with dwellings that are not being charged for the Refuse Fee on their tax bill.
Kelly Gebhart reviewed the CMRWA progress with Matt Smith from Stahly Engineering to get water from the Golf Course to the Airport.
