November 7, 2025, Minutes

The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve October 31, 2025, minutes as written. Commissioner Goffena seconded the motion.  Motion carried.

CAS Marshall joined the meeting via TEAMS.

Commissioner Goffena attended the Fire Council meeting on Thursday November 6, 2025.  There will need to be a budget amendment made for the council on a few issues. Bull Mountain Fire Hall would like to extend their lease with the County.

Commissioner Pancratz attended the Hospital Board meeting Thursday November 6, 2025.  It was a good quick meeting.

Wednesday November 5, 2025 all Commissioners were on the radio.

There was no public comment.

Commissioner Goffena made the motion to sign Change Order 1 for Phase 2 Structural Repair (High Plains Bulletin 1) for the Wier Project. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Encroachment Permit for Sec. 22, T 9 N, R 27 E, Allen Road Submitted by Fergus Electric Cooperative. Commissioner Goffena seconded the motion.  Motion carried.

Gordon Kesler with C c.p.i.s. met with the Commissioners to give pamphlets on medical benefits for employees.  The Commissioners will look over the information and meet with him again in December.

County Attorney Todd-Rogers and Norma Trent joined the meeting.

CAS Marshall gave her weekly report to the Commissioners. She has been working with the Fire Council on their budget. She is trying to get all the County grant documentation for the auditors.  All our assets and depreciation information are up to date and have been sent to the auditor.

County Attorney Todd-Rogers let the Commissioners know that there needs to be a County Resolution regarding tiered fees for “lift assist” calls.

Sheriff Lesnik gave his weekly report to the Commissioners. The “lift assist” resolution was discussed.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The next 911 Committee meeting is November 25, 2025 The Tetra Tech report for asbestos at the Busy Bee came back negative.  Now they are waiting for DEQ.  The demo of the Busy Bee needs to be done by June 30, 2026. They opened bids for the dozer at the Refuse site.

Public comment:

Virgina Carlson came in on behalf of the Musselshell County Food Bank requesting financial assistance from the county for appropriate signage for the Food Bank. The Commission requested the Food Bank explore signage options and bring them bids for the project.

Ethan Adams came into to discuss the county owned property located at Alec Roy and HWY 12. He needs warehouse space.

Ryan Coffman with Republic Service called to speak with the Commissioners regarding a credit that will be issued to Musselshell County and the changes to charges of disposal from the Billings landfill.
