The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was also present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve November 7, 2025 minutes as written. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz and Commissioner Goffena had a meeting with the new Musselshell County Agency on Aging Board on Tuesday November 11, 2025. They seem very motivated and excited.

Commissioner Pancratz and Commissioner Turley attended the Refuse Board meeting on Tuesday November 11, 2025. Skid steer maintenance and all-around safety were discussed.

Commissioner Pancratz and Commissioner Goffena approved and signed claims on Wednesday November 12, 2025.

Commissioner Pancratz and CAS Marshall joined the meeting.

All Commissioners had a meeting with the U.S Senate Indian Affairs Vice Chairs staff on Wednesday November 12, 2025 regarding the Crow Revenue Act Bill. The Committee didn’t know about concerns that Musselshell County has about the bill and referred them to Senator Murkowski, the Chair of Indian Affairs.

Commissioner Pancratz met with the Tourism Committee, and they are trying to get a grant. Commissioner Pancratz suggested they contact Roundup Reach and the Bair Collins committee.

There was no public comment.

Commissioner Turley made the motion to sign the letter to the Hope Family Trust Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign change order and amendment contract with Empire Roofing to add Alternate A work to existing contract. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the DEQ Notice of Termination for Storm Water Discharges Construction Activity MTR10000 submitted by the Road Department. Commissioner Goffena seconded the motion.  Motion carried.

 

Fairgrounds Coordinator Tatman gave her report to the Commissioners. The City still doesn’t have the new valve for the water system at the fairgrounds. Pronto Construction repaired the ceiling in the men’s bathroom under the grandstands and did a wonderful job.  They are going to get to the Quonset roof next week. Cliff McCullaugh will be starting on trimming the trees. They are working on new By-Laws and fees for the fairgrounds.

County Attorney Todd-Roger joined the meeting.

County Accounting Specialist Marshall gave her report to the Commissioners. The FEMA award letter was received from DES for the Auditors.

County Agent Cooley gave his weekly report to the Commissioners. The Costa Rico trip was very busy and exciting and learned a lot about micro algae.

Sheriff Lesnik gave his weekly report to the Commissioners. It has been a good week. Retention of employees is important. There are 5 inmates in jail.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Swift Current grant will now be moving forward with the Government back to work. They are waiting on the DEQ permit for demo of the Busy Bee. They will be utilizing the Busy Bee building for training purposes until demo. They will be Meeting with State Library next week to work on mapping. The next LEPC meeting is on November 25, 2025 with the 911 committee meeting directly after. The tabletop exercise at the hospital worked out well.

Treasurer Hetrick gave the Commissioners the end of month cash reconciliation report.

Clerk & Recorder Tomassi met with the Commissioners to let them know she needs to get another ballot machine before the next election.

CHW Berg gave her weekly report to the Commissioners. Ms. Berg is still trying to work with the school and would like to get an Interactive State of Mind Tour for Mental Health Awareness in Roundup.

George Griemsman and J.D. Heineich met with the Commissioners to discuss getting more panels and cages at the fairgrounds for the rodeo. It will have to go before the Fair Board.

Dave & Wendy Shreeve met with the Commissioners to let them know they are willing to volunteer with the Agency on Aging Board. They wanted to remind the Commissioners that the Middle Musselshell Water District meets on the 1st and 3rd Thursday of every month at the Cowboy Church, 7:00 P.M.

Public Comment:

Virginia Carlson met with the Commissioners with a quote for the signage at the Food Bank.

There being no further business, Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.

 

Monday November 17, 2025 Road Department meeting.

All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present. The paved roads are reaching the end of their lifetime. They need to decide whether to mill them or add another layer. They have been looking at trail grants to possibly put a bike trail from the river walk to the recreation area on Horsethief.  They are cleaning cattle guards and culverts. There are probably 2 or 3 weeks left on Hawk Creek, and they may be under budget. They hope to get the new grader by Christmas. The Commissioners asked for all the information on grants received by the Road Department.
