November 21, 2025 Minutes
The meeting was called to order at 8:35 by Commissioner Goffena. Commissioner Turley was present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve November 14, 2025 minutes as written. Commissioner Turley seconded the motion. Motion carried.
Commissioner Pancratz joined the meeting.
All Commissioners met with Zeke Lee from the National Associations of Counties NACo, regarding the Crow Revenue Act on Monday November 17, 2025.
Tuesday November 18, 2025 all Commissioners met with Erik DeVorak from the National Budget Office regarding the impact of the Crow Revenue Act on Counties.
Norma Trent entered the meeting.
Commissioner Goffena attended the Montana Opioid Application Trust meeting on Tuesday November 18, 2025.
There was no public comment.
Commissioner Goffena made the motion to sign the request for reimbursement #2 in the amount of $11,782.76 for Coal Board grant MT-TSEP-CG-21-164, the Goffena Bridge Project submitted by the Road Department. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve and sign the Montana Department of Revenue Memorandum of Understanding for refunding DOR overpayment of Federal Mineral Royalties.
Deanna Langman with Snowy Mountain Development met with the Commissioners to introduce herself and explain her position, which is advising on business lending. Ms. Langman will be at the City Office every first Thursday of the month (weather permitting) to meet with the community.
County Attorney Todd-Rogers entered the meeting
County Agent Cooley gave his weekly report to the Commissioners. There were 4 applications from the Melstone pesticide program. Mr. Cooley is working with the County Attorney on animal abuse transportation and placement if it happens in the County again. They hope to roll it into the Livestock Emergency Evacuation Plan. They are still working on the Ranchers Round Table hopefully by December. He would like to get new people to come to the meeting.
Sheriff Lesnik gave his weekly report to the Commissioners. The School Resource Officer’s budget was discussed.
DES Coordinator Rook gave his weekly report to the Commissioners. They are working on the Emergency Operation Plan (EOP). It is updated every 5 years. The LEPC meeting is November 25, 2025 at noon. A floodplain permit needs obtained before the demo of the Busy Bee can happen.
Community Health Worker Berg gave her weekly report to the Commissioners. She is going to revise the grant application with the Montana Opioid Foundation. Catalyst for Change has had an employee change.
Ambulance Director Solberg met with the Commissioners. They need to decide if they want to purchase or lease the new phone systems. An employee will be leaving at the end of January. They should be receiving the new ambulance by the end of June or July. The Turley site generator is going to be needing serviced soon.
Casey Kombol and Tim Dejaeger joined the meeting.
There was an auction of County Tax Deed property for the Townsite of Melstone Block 10, Lots 8 & 9. The appraised value was $11,806.00. The property sold to the Pinkerton Properties for $29, 500.00.
Casey Kombol met with the Commissioners to discuss County owned property off Alec Roy Road. The Commissioners are in the process of getting it surveyed and have not heard anything back for WWC Engineering.
Pam Carter, the County’s rep for District 6 Human Resources Development Council (HRDC) met with the Commissioners to update them on the number of services provided to households in September and October. Ms. Carter also sits on the board for Homes on the Range and told the Commissioners they are working on new By-Laws. There was a preliminary architectural report (PAR) done of the Homes on the Range and now they are looking into investors for building.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
