The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was present.  Commissioner Berry was absent.

Pledge of Allegiance.

Director of Technology Toombs met with the Commissioners with a quote from Black Mountain for the digital time card program. The Commissioners will suspend the rules to vote on the purchase at 3:00 business.  Treasure Hetrick joined the meeting.   Mr. Toombs asked what kind of computer would they like to have in the accounting office, desk top or laptop?  The Commissioners would like it to be a desk top. Treasure Hetrick is going to need to have some more help and training in her office for some updates and more work load. The Commissioners agreed as long as her budget allows.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.  The door lock at the Food Bank needs replaced.  Ms. Jett had a quote from Dale & Jax for the handicapped doors at the Commons.  Ms. Jett will contact them and ask about doors we have in storage to see if they can be used to reduce the price.  They will do interviews for janitorial help on Tuesday, May 21, 2019 starting at 4:15.

Road and Bridge Supervisor Stockert & Secretary Kenner gave their weekly report to the Commissioners. Ms. Kenner asked if they had heard anything from the County Attorney regarding the next step to move forward with the #4 Road alteration? The Commissioners are meeting with him today at 10:30 and will let her know. Ms. Kenner gave the Commissioners the award letter from Signal Peak Community Foundation in the amount of $49,300.00 for repair and resurfacing of Old Divide and Fattig Creek Roads. They were also given the “expenditure responsibility” form and “Thank you” letter to the Signal Peak Community Foundation from the Road Department. Invoices and fund numbers were discussed. All fire extinguishers in the County were inspected. Commissioner Borner signed a MOA (memorandum of understanding) for the MFLAP Grant.  This week they plan on tearing down the weed building and do what they can where they can and will be keeping an eye on roads for high water. The Commissioners will be talking to the Sheriff about talking to any campers at Cowbelles campground to leave for safety reasons and they will be closing the roads in due to possible flooding.

Commissioner Carlson made the motion to approve the agenda after adding voting on the Black Mountain purchase and discussing a policy for checks and balances of claims. Commissioner Borner seconded the motion.  Motion carried.

Commissioner Carlson made the motion to approve the May 13, 2019 minutes as amended after some grammar changes and dates for meetings were added. Commissioner Borner seconded the motion. Motion carried.

Sheriff Lesnik gave his weekly report to the Commissioners. Deputy Potts is at training this week. There are 7 inmates at this time. The Commissioners told Sheriff Lesnik about closing the road to Cowbelles campground and if someone could go and let the campers know.

Commissioner Carlson attended the LECP Board meeting this week. Mutual aid between counties was discussed.  They are working on evacuations of events and new signaling for events.

County Attorney Peterson met with the Commissioners and discussed the alteration of #4 Road and Flood Plain violations.

DES Coordinators Fisher and Walleser gave their weekly report to the Commissioners. Ms. Walleser will be starting fulltime on June 17, 2019.  There was a question about the City Flood Plain Permits. Commissioner Carlson will call to find the answer. There was a letter submitted from Charles Carson regarding hail damage to his property that the County purchased through FEMA. (available for review in the Clerk & Recorders Office)

Commissioner Borner attended the South-Central Region Juvenile Detention Board meeting on May 14, 2019 in Billings where they set their budget. On May 17, 2019 Commissioner Borner attended the Central Montana Health District Board meeting where they gave the environmental health report, junk vehicle report and public health report. They also had a septic permitting flow chart and preliminary budgets were set. A flow chart for junk and abandoned vehicles was provided. There was a law passed to were the County and home owners can participate in a program to help get rid of abandoned mobile homes.

Treasurer Hetrick and Kathy Pfister met with the Commissioners regarding positions in their offices. Treasurer Hetrick would like to be put on the Monday agendas to meet with the Commissioners at 11:30.

Steve Harmon met with the Commissioners regarding an Oil & Gas Lease.

Public comment: Virginia Carlson and Dave Liggett were present.

No public comment.

Commissioner Carlson made the motion to review and sign the Oil & Gas Lease submitted by Sage Energy, LLC for various properties in Musselshell County. Commissioner Borner seconded the motion.  Motion carried.

Commissioner Carlson made the motion to review and sign the Memorandum of Oil & Gas Lease submitted by Sage Energy, LLC for various properties in Musselshell County. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign the fully Managed Service Agreement submitted by Systems Technology Consultants.  (Morrison & Maierle) Commissioner Borner seconded the motion.  Motion carried.

Commissioner Carlson made the motion to review and sign the Loan Resolution 2019-15 from the Aeronautic Division of the Department of Transportation of the State of Montana for Pavement Rehabilitation, Lighting and Refurbishments for Roundup Airport.  Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to suspend the rules to add to vote to approve the quote from Black Mountain for digital daily timecards.  Commissioner Borner seconded the motion.  Motion carried.

Commissioner Carlson made the motion to discuss claims policy for check and balances. Commissioner Borner seconded the motion. Discussion: Commissioner Carlson said there needs to be a claim report signed after they are reviewed and also when the checks go out there needs to be one person to sign in person instead of the automatic two signatures that appear on the checks now. The Commissioners will put to vote on a procedure for how claims are processed on next weeks agenda. Motion carried.

Ms. Carlson asked about grazing County owned property. Commissioner Borner told her they are going to be working on a policy in the future.

There being no further business the motion was made to adjourn.

On Tuesday May 2, 2019 Commissioner Borner and Commissioner Carlson along with Maintenance Supervisor Jett did interviews in the afternoon.
