There was not a Road Department meeting on Monday March 21, 2022.

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present. Treasurer Hetrick was present to observe.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda for the day. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the March 14 and 18 minutes as written.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Pancratz attended the Melstone Water Authority meeting on Tuesday March 22, 2022. The majority of members agreed to join the project. They will also be sending the Commissioners an invoice for having their wells cleaned and a pump replacement. They are going to send estimates on new meters. These funds will be from the ARPA money the County promised to Melstone.

Maintenance Supervisor Jett gave her weekly report to the Commissioners.  The new lawn mower is finally here and the old one is getting looked at by Barry Lee.  There is a snow blower and weed eater missing from the cold storage building. Ms. Jett is going to get estimates to get the lighting fixed in the County Agents restroom and the outlets in the cold storage building.

County Agent Solf gave her weekly report to the Commissioners. Insurance for big events was discussed.  MACo said that the County is covered to a degree. They need to make a distinction on what needs more coverage and what doesn’t.  Also signs need put up with the State Equine Law. There will be a Fair Board meeting on April 19, 2022 at 5:30 at the Extension Office. Water is on at the camp/fair grounds. They had to call Broadview Septic, someone ripped one of the doors off at the comfort station and used one of the bathrooms, often, while there was no water.  They are going to install cameras around there to avoid vandalism.  Tuesday March 29, 2022 there will be a grasshopper workshop.  They are going to try to get some additional funds from MSU to do a workshop on how they do animal evacuations at the County level during a crisis.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners.  They are still waiting on a few things for the RFC Grant.  There were 2 new addresses assigned this week. They will be checking on a FMAG fire mitigation grant for trees that are encroaching on County Right of Ways.  There is 1 active COVID case in Musselshell County.

CFO Kirk, Treasurer Hetrick and Clerk & Recorder Tomassi met with the Commissioners to go over AFR’s, cash reserves, capital improvements, tribal grant, airport and the audit.

Pam Liggett met with the Commissioners regarding the Mental Health Center. They said they have not received the renewed Professional Services agreement that was signed on March 11, 2022.  It will be sent again.

There was no public Comment on the Commissioners approving several Budget Amendments on increasing appropriations.

Pam Liggett, Angie Tatman and Dominick Kovar were present, Deb Adolph was present via GoToMeeting.

Ms. Tatman and Mr. Kovar were here regarding insurance for the Roundup Rodeo.  The Commissioners told them they are still looking into all of the insurance matters.

Commissioner Turley made the motion to table signing Certificate of Survey 2022-4FC amending Tract 1 of Amended Certificate of Survey No. 1978-36-A in Section 9, Township 6 North, Range 26 East, submitted by Essex Surveying. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley made the motion to review and sign the DEQ Water Protection Bureau Notice of Termination for Bair-Collins Mine Reclamation and Floodplain Restoration Project NOI number MTR10 8408. Commissioner Pancratz seconded the motion.  Motion carried.

 

Commissioner Pancratz made the motion to review and sign the United States Environmental Protections Agency Region 8 Consent for Access to Property. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign Certificate of Survey 2022-5RB Lots A2 & B2, Block 19 of The Northwest Townsite Company’s Second Addition to Roundup submitted by Darrick M. Angel, Amy Angel and David A. Heath.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign the P.D.M (pre-disaster mitigation) Grant papers submitted by DES Director Russell.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2022-12 Adopting the Musselshell County Multi-Hazard Mitigation Plan 2021 Update. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to review and sign the EMPG Application Agent Designation Letter for Justin Russell and Darren Rook.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the EMPG Annual Time Certification Form for Justin Russell and Darren Rook.  Commissioner Turley seconded the motion.  Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
