October 24, 2025 Minutes

The meeting was called to order at 8:40 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.  Edith Sloan was also present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the October 17, 2025 minutes after a minor correction. Commissioner Goffena seconded the motion. Motion carried.

The Commissioners all agreed that there will not be meetings on Friday November 28th and Friday December 26, 2025.

All Commissioners met with the Wier Building developer on Wednesday October 22, 2025 and then had the weekly update meeting with Theresa Doumitt. (There was a Media Release posted on the County Website, October 28, 2025 regarding updates on the Wier Building)

THERE WAS NO PUBLIC COMMENT ON THE RESOLUTION TO ESTABLISH THE MUSSELSHELL COUNTY AGENCY ON AGING.

Public Comment.

Edith Sloan was present and said that she was asked to come to inquire about the Wier Building and space for activities for seniors.  The Commissioners said that once the building is secure and has a new roof, they are going to be selling the building to a developer.

County Attorney Todd-Rogers joined the meeting.

Commissioner Goffena made the motion to sign Resolution 2025-32 Appointing Special Deputy Attorney Burt Hurwitz for the State v. William Alexander Dixon Eide. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2025-33 Appointing Special Deputy Attorney Burt Hurwitz for State v. Jennifer Irene Haugsdal. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2025-34 Appointing Special Deputy Attorney Burt Hurwitz for State v. Dannie J. Borntrager. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2025-35 Appointing Special Deputy Attorney Burt Hurwitz for State v. Jonathan Thomas Burns. Commissioner Goffena seconded the motion.  Motion carried.  

Norma Trent joined the meeting.

Van Puckett met with the Commissioners to introduce himself. Van and Zack Kozicky are contracting with Central Montana Health District as the new Sanitarian for the District.

Sheriff Lesnik gave his weekly report to the Commissioners. Jeremy House was present for the meeting. The medical expense for inmates is becoming increasingly high. With commissary funds they have purchased new mattresses, clothes, shoes and socks for the jail.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Busy Bee horse and sign have been removed and is in storage. They are waiting on an inspection from Tetra Tech before they can do the demo of the building. The EMPG (Emergency Management Planning Grant) State contract budget must be remodified. They are doing fire department drills being done at Homes on the Range, High School and Elementary School.

Treasurer Hetrick met with the Commissioners to hand over her County issued laptop.

Theresa Doumitt met with the Commissioners with a Wier update.

The Commissioners are going to be putting Tax Deed property in Melstone up for Auction for the assessed value.

Undersheriff Bednar and County Attorney Todd-Rogers were present.

Doug Medina met with the Commissioners regarding medical marijuana.

There was no public comment.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
