August 29th, 2025

The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present. Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Norma Trent and County Attorney Krakowka were also present.

Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded the motion, motion carried.

Commissioner Goffena made the motion to approve the minutes from August 22nd, 2025, minutes as written. Commissioner Turley seconded the motion.  Motion carried.

There was no Public Comment on the 2025/2026 Preliminary Budget.

No Public Comment:

Commissioner Goffena made the motion to review and sign the Contract for the County Superintendent of Schools between Rosebud County and Musselshell County. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena made the motion to review and sign the Encroachment Permit for an approach on Old Musselshell Road submitted by Kyle Marshall. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to review and sign the Website Design and Development quote from Veronica Alif, LLC.  Commissioner Goffena seconded the motion.  Motion carried.

County Agent Cooley discussed the work study program participant with the Commissioners. Additionally reviewed was the preliminary agreement between MSU and Musselshell County, for Extension services. The 2025-2026 extension preliminary budget figures were discussed.

CAS Marshall and Treasurer Hetrick reviewed the finalization of the 2025-26 FY budgets, expenditures, and revenues and mills. Preliminary budgets will be ready in the next 2 weeks.

Sheriff Lesnik confirmed the publication of the County Attorney position.

Marcie Brookie with the Agency on Aging met with the Commissioners regarding meals and the Musselshell Senior Center.

DES Director Russell and DES Coordinator Rook reviewed the evaluation submitted for the CAT team deployment. Appropriations for the Broadview Fire Department were reviewed. The Fire Council meeting will be at the DES office next Thursday at 7:00 PM. The department is working on the finalization of the disaster reimbursements close outs from the State, to be submitted in the next 2 weeks. ARPA monies were discussed.

Community Health Worker Berg gave her weekly report regarding community mental health to the Commissioners.

EMS Director Solberg discussed the final proposal with Morrison Maierle for IT services for the 2025-2026 Fiscal Year.

Theresa Doumitt discussed Wier Building updates with the Commission.  These meeting included a virtual meeting with the lead architect from High Plains, finalization of Bulletin 1R and 2 as well as Change Order 2 and 3 (which will be signed at next Friday’s meeting), Builder’s Risk inspection on 8/21/2025 for 7/28/2025, plan for stormwater drainage in alley, and submission of a bill to EC to cover part of the cost of utilities from May through mid-July for the Wier building.

Because of changes in her availability, Theresa will be meeting with the Commissioners about the Wier Building on Wednesdays in the future instead of Friday at 2:00 pm.

Public comment:

Dave Ponte resigned as President of the Middle Musselshell Water District, after word from Stahly Engineering that water wouldn’t be delivered to his residence or the Airport.

Monty Sealey stopped in with an update on the Central Montana Regional Water District.

With there being no further business, Commissioner Turley made the motion to adjourn, Commissioner Pancratz seconded the motion, motion carried.
