The meeting was called to order at 8:30 by Commissioner Pancratz.  Commissioner Goffena and Commissioner Turley were present.

County Attorney Krakowka and Norma Trent with the Roundup Record-Tribune and Winnett Times were also present.

Pledge of Allegiance.

The Commissioners want to express their heartfelt sympathy for the family of Yellowstone County Commissioner John Ostlund who was tragically killed in an airplane accident. Services will be at the Metra July 12, 2025 at 10:00 A.M.

Commissioner Goffena made the motion to approve the agenda after adding to approve the proposal for a website assessment submitted by Veronica Alif, LLC. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes after correcting a misspelling. Commissioner Goffena seconded the motion. Motion carried.

Meetings:

All Commissioners attended the Fair Board Meeting on Tuesday June24, 2025. They are working on getting a Facility Coordinator for the fairgrounds.  They voted to name the arena the “Raymond Rainbow Hillman Arena”.

The Refuse meeting that was scheduled did not have a quorum. They are considering putting in the By-Laws that if active members don’t attend without notice they will find someone else.

Commissioner Goffena attended an Opioid District meeting on Tuesday June 24, 2025.  Grant applications were reviewed and discussed.

All Commissioners attended a Wier Building meeting on Wednesday June 25, 2025. High Plains Architect is working on the roof design.

All Commissioners attended a Headwaters Meeting on Thursday June26, 2025 were they discussed the special study on coal revenue.

Commissioner Goffena attended the Central Montana Health District meeting on Thursday June 26, 2026, and they went over the end-of-year reports and contract with OneHealth.

All Commissioners attended a Snowy Mountain Cooperative Development meeting Thursday June 26, 2025 where they gave Theresa Doumitt a much-deserved award for service to Musselshell County.

Public comment:

Norma Trent told the Commissioners that Nancy Pederson and the Thimble had agreed to not take the storage building because they couldn’t find anyone to move it. The Tourism Association needs a representative.

Commissioner Goffena made the motion to remove appointing Marylou Brandt and Richard Durgin to the Hospital Board District until they can talk to the board members. Commissioner Turley seconded the motion

Commissioner Turley made the motion to sign Amendment no. 3 to the Professional Services Contract for Floodplain Administration. Submitted by Courtney Long. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the State of Montana Standard Lease Contract submitted by the Department of Revenue for office space. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve signing the Website Needs Assessment proposal submitted by Veronica Alif, LLC Commissioner Turley seconded the motion.  Motion carried.

All County Commissioners agreed to not have a meeting July 4, 2025.

County Accounting Specialist (CAS) Marshall reported she has been working on budgets.

County Agent Cooley gave his weekly report to the Commissioners. Mr. Cooley has been working on figuring out his budget.

Sheriff Lesnik gave his weekly report to the Commissioners. They are all getting ready for the 4th of July festivities.

Ambulance Director Solberg met with the Commissioners to go over the IT proposals between Morrison & Maierle and MACo.  The Commissioners are going to stay with Morrison and Maierle for the next year and Morrison & Maierle will review and reduce the price the County pays.

Theresa Doumitt discussed Wier Building updates with the Commission.  These discussions included the AIA contract, required documentation, future construction meeting dates, mobilization, and bond credit change order/potential partial reimbursement for the stabilization work that launched this week at Wier.  Also discussed was the incredible progress of the hazardous materials cleanup work and the meeting scheduled on 7/9/2025 to discuss the development proposal received on 6/20/2025.  Theresa updated the Commissioners about the communications and pending site visit of the State Archivist regarding the historic documents that were preserved from Wier and Bill Tieszen’s alley repair issue.  Signal Peak Community Foundation did send the $50,000 in grant funds that were awarded to the County in May of 2024 and those funds will be used as committed to pay for part of the 1st invoice for the structural repair work at Wier.  As a volunteer, Theresa shared with the County that Roundup Community Partners in coordination with the County and Great West Engineering will be hosting a Community Coffee on Monday 7/28/2025 at 6pm at the Musselshell County Central Commons to gather community input for the Bair Collins Recreation Area feasibility study.

Nathan Schroht and Charlie Vance with KLJ opened bids from Boundary Electric and Williamson Fence for the Gate Replacement Project at the Airport that will be taken under advisement and awarded July 11, 2025 during the days business.

There being no further business Commissioner Goffena made the motion to adjourn for the day. Commissioner Pancratz seconded the motion.  Motion carried.

 

Road Department meeting Monday July 7, 2025. Minutes done by Secretary Randall.

Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert, Secretary Newman and newly hired Secretary Randall were present.

  1. Equipment update: RDO has completed the grader, and it is now returned. Our dump truck is currently awaiting a quotation from an external company for dump box repairs. Additionally, we will be acquiring a new truck and trading in one of our existing vehicles.
  2. Road update: Eagle Rock Road was completed last week. The gravel work at Goffena Bridge has been finished and is settling appropriately. Danny utilized the dozer for the fire on Fatting Creek and Teepee Road.
  3. Dean Creek Town Hall is provisionally scheduled for July 28th at 6:30 PM at the fire hall.
