October 31, 2025 Minutes

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.

Dana Milton was also present.

Pledge of Allegiance.

Norma Trent was present.

Commissioner Turley made the motion to approve the day agenda as is.  Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve October 24, 2025 minutes as written.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz received a text from the Montana Association of Oil, Gas & Coal Counties saying they did send a letter to Senator Daines Office saying they support Musselshell Counties position on the Crow Revenue Act.

Commissioner Turley attended the Refuse Board meeting on Tuesday October 28, 2025. They will be doing training on safety, equipment and the handling of money.

There was No Public Comment on the Resolution to Establish the Musselshell Agency on Aging. Commissioner Turley wanted it to acknowledge that Adair Rademacher will not be on the board, but Stacy Cooke will be.

Public Comment on any public matter within the jurisdiction of the Commissioners that is not on the agenda.

Norma Trent said there is a resident on Rehder Road that asked her to mention the road needs bladed again. The Commissioners will let Road and Bridge Supervisor Stockert know at the Monday, November 3, 2025 Road Meeting.

Commissioner Goffena made the motion to sign Resolution 2025-36 establishing the Musselshell County Agency on Aging and will be appointing Dana Milton, Bette Ross and Stacy Cooke as Board members. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the State of Montana Board of Crime Control Grant Award submitted by Victim Witness Advocate Allen. Commissioner Goffena seconded the motion.  Motion carried.

 

Commissioner Goffena made the motion to sign the AIA Doc G704 – 2017 Certificate of Completion to John Minock enterprises for the Wier Building. Commissioner Turley seconded the motion.  Motion carried.

 

Commissioner Turley made the motion to sign the Request for reimbursement for Airport project 3-30-0066-019-2025 submitted by KLJ Engineering.  Commissioner Goffena seconded the motion.  Motion carried.

County Accounting Specialist Marshal gave her weekly report to the Commissioners via TEAMS. She attended the MACo Annual Finance Training Conference in Helena last week and they discussed fraud; some AI and they are moving the qualifications up for Federal Audits. She will be working on closing entries for the County Audit next week. The AFR is due December 31, 2025.

County Attorney Todd-Rogers joined the meeting.

County Agent Cooley gave his weekly report to the Commissioners. Mr. Cooley attended the Fair Board meeting October 28, 2025 and let them know they needed to get the Clerk & Recorders Office the agenda and minutes from the meetings. The next meeting will be on November 11, 2025 and they will officially vote on the estimate for tree removal. They are working with DES on the Livestock Emergency Response Grant. Fairgrounds Coordinator Tatman is doing a good job. There are new rules for pesticide applications that include special tests.

Sheriff Lesnik gave his weekly report to the Commissioners. There isn’t anything new to report. They are down to 5 inmates.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There were two fires that were caused by humans. With the shutdown, they haven’t heard anything about the grants. There is an address issue on Winchester Drive. Dozer bids need to be in by November 4, 2025 and will be opened on Friday November 7, 2025

Ambulance Director Solberg met with the Commissioners There wasn’t any internet at the ambulance office, so the phones have not been working.  They have been trying a demo for a new phone system to replace what we have that will save $100.00 a month. We should be getting them within the month. Ambulance services have been very busy.

There was no Public Comment.

Q2 TV interviewed the Commissioners regarding the Senior Center.

There being no further business Commissioner Goffena made the motion to adjourn.  Commissioner Turley seconded the motion.

Monday November 3, 2025 Road Department meeting minutes.

All Commissioners, Road and Bridge Supervisor Stockert and Secretary Randall were present. They are nearly done with mowing and are working on cleaning some cattleguards before the ground becomes too hard. They are still working on Hawk Creek and did some blading on Fattig Creek. The Commissioners signed the TSEP paperwork confirming that the Goffena bridge is the property of Musselshell County.
