The meeting was called to order at 8:30 by Commissioner Pancratz, Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka and Norman Trent were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day after adding signing the agreement with MSU for the County Agent, signing the gravel purchase agreement for the Road Department and taking item #6 from the agenda. Commissioner Goffena seconded the motion as amended. Motion carried.
Commissioner Goffena made the motion to approve September 5, 2025, minutes after clarification on the Montana Oil Gas and Coal Association. Commissioner Turley seconded the motion as amended. Motion carried.
Road and Bridge Supervisor Stockert joined the meeting with an HR issue.
On Wednesday September 10, Commissioner Pancratz signed the Volunteer Fire Capacity Grant (VFCG) for DES electronically.
All Commissioners attended the Coal Board meeting on Thursday September 11, 2025, where the Road Department had received $250,000.00 grant to purchase a road grader.

Commissioner Goffena made the motion to sign Work Order #11 for the Agriculture Tract Industrial Park Feasibility, submitted by WWC Engineering. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to table signing the OMNI Managed Service Renewal submitted by Systems Technology Consultants until they can do some more research. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Request for Reimbursement #1 for the Airport Pavement project 3-30-0066-019-2025 submitted by KLJ Engineering. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Delphi Access Request for Authorized contacts adding Shelia Finch, Kayla Kaup and Liz Pitzer, submitted by KLJ Engineering. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Full Coal Board grant draw for the Wier Building structural repair. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the agreement to purchase gravel submitted by Road and Bridge Supervisor Stockert. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve signing the Agreement between MSU and Musselshell/Golden Valley County for the County Agent position. Commissioner Turley seconded the motion. Motion carried.
County Agent Cooley gave his weekly report to the Commissioners. Mr. Cooley was in Bozeman for the week doing his orientation. Mr. Cooley hopes to be starting his Masters in the spring. There was an HR issue.
Sheriff Lesnik gave his weekly report to the Commissioners. Jeremy House was present for observation for the rest of the morning. Staffed stations with the fire departments are essential for Musselshell County. There needs to be an updated ordinance regarding camping on County property.
DES Coordinator Rook gave his weekly report to the Commissioners. The number of people for staffed stations has been reduced. Bidders have been looking at the Busy Bee property for demolition. The bids must be in by September 19, 2025, and will be opened on the 26, 2025. The LEPC meeting went smoothly.
Community Health Worker (CHW) Berg gave her weekly report to the Commissioners. The grant with the Montana Opioid Application Trust has been submitted.
On Tuesday September 9, 2025, all Commissioners met with Senator Sheehy representative Celia Rigler.
Commissioner Turley attended a Refuse Board meeting Tuesday September 9, 2025.
Commissioner Turley looked at the repairs at the Wier Building and it looks good.
Commissioner Pancratz and Commissioner Goffena attended the LEPC meeting on Wednesday September 10, 2025. The Roundup Memorial Hospital is at full capacity. The West repeater is in, and the North repeater needs some parts. They are looking at a new program called Rapid SOS. There were 96 ambulance calls in July and August.
Commissioner Pancratz was not present for the afternoon meeting.
