The meeting was called to order at 8:30 by Commissioner Pancratz, Commissioner Goffena and Commissioner Turley were present.
County Attorney Krakowka and Norman Trent were present.

Commissioner Goffena made the motion to approve the agenda as amended. Commissioner Turley seconded the motion as amended. Motion carried.
Commissioner Turley made the motion to approve September 19th, 2025, minutes Commissioner Goffena seconded the motion as amended. Motion carried.
Public Comment on Ordinance 2025-1 Regarding Camping on County Property:
County Attorney Krakowka confirmed the Commissioners approved of the wording of the Ordinance.
No Public Comment on the Budget Amendment for Appropriations.
Commissioner Goffena made a motion to table the OMNI Managed Service Renewal submitted by Systems Technology Consultants. Commissioner Turley seconded the motion, motion carried.
Commissioner Turley made a motion table the Encroachment Permit for the approach on Section 13, Township 11 North, Range 25 East on Alec Roy Road submitted by Tranell Properties. Commissioner Goffena seconded the motion, motion carried.
Commissioner Goffena made a motion to Review and Sign the Notice to Proceed for Airport Construction Gate Replacement submitted by KLJ. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made a motion to Review and Sign the Notice to Proceed for Airport Pavement Maintenance submitted by KLJ. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made a motion to Review and Sign the end of year Budget Amendment for Appropriations. Commissioner Turley seconded the motion, motion carried.
Commissioner Pancratz opened all the bids submitted for the Demolition of the Busy Bee. Submissions will be reviewed with DES.
County Agent Cooley gave his weekly report to the Commissioners. He attended a high school Job Readiness class, as a speaker. Additionally, he is assisting the Elementary with an educational opportunity. The department is still working on Ranchers Roundup table scheduling. He reviewed capital expenditures with Capital Improvement funds for the extension office.
Sheriff Lesnik gave his weekly report to the Commissioners.
DES Director Russell and DES Coordinator Rooks gave his weekly report to the Commissioners.
Community Health Worker (CHW) Berg gave her weekly report to the Commissioners.
Road Department Meeting, on September 29th, 2025. Minutes done by Randee Randall. The department delivered a large amount of gravel to Dean Creek Road and installed culverts. Additionally, a lease for a tractor has been secured to begin mowing the area, giving the department access to 2 mowers. Approximately 2.5 miles have been graveled at the end of Fatting Creek. Cattle Guards were discussed. Our first public meeting was held, with no public participation. Equipment Update: The department will be picking up a newly purchased tractor. The backhoe and semi-truck have returned from the shop. Coal Board funding came back with a reduction in the grant amount; the department will continue to move forward with the purchase of a new grader. They will not be trading in the old grader, enabling them to have access to additional equipment available for repairs and servicing County roads in the winter. The Road Dept is currently working with DEQ to transfer the Old Milwaukee Bridge to Musselshell County.
Public Comment: Warren Hanson came in on behalf of the Middle Musselshell Water District. The board is looking to appoint a new member.
At 3:08 PM with there being no further business Commissioner Turley made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
