October 17, 2025 Minutes

The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day after adding change order #5 to item #1 on the business.  Commissioner Turley seconded the motion as amended.  Motion carried.

Commissioner Turley made the motion to approve the October 10, 2025 minutes after a few changes in the order of motions. Commissioner Goffena seconded the motion as amended.  Motion carried.

Norma Trent and Theresa Doumitt were present.

Commissioner Goffena and Commissioner Turley went to The Central Montana Health District’s office on Wednesday October 15, 2025 to pick up septic permits for Musselshell County that they had in storage.

On Tuesday October 14, 2025 all Commissioners met with Matt Smith from Stahly Engineering to go over where there were water lines that had been cut.

All Commissioners and Theresa Doumitt met Tuesday October 14, 2025 in the alley at the Wier Building to verify substantial completion.

Commissioner Pancratz and Commissioner Turley attended the Convention of States on Tuesday October 14, 2025 at the Back Porch Restaurant regarding limiting the spending of Congress. Representative Usher and Oblander were also present.

All Commissioners attended the Wier Building update with Theresa Doumitt Wednesday October 15, 2025.

Commissioner Turley attended a meeting on Wednesday October 15, 2025 with GreatWest Engineering, Norma Zolnikof, Floyd Fisher and Nicole Borner to go over Bair Collins grants for area development.

Commissioner Pancratz met with Kirk Electric and Fairgrounds Coordinator Tatman on Thursday October 16, 2025 to go over the electric and who can assess the keys.

There was no public comment.

Commissioner Goffena made the motion to sign Change Order#4 for a credit of $11,975.00 and change order #5 for a credit of $771.00 for Wier Building Phase 1 Structural Repair. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the AIA contract for Phase 2 Structural Repair for     the Wier Building project, contingent of review. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Certificate of Survey submitted by Jack Snider being Government lots 1 and 2 and the S1/2NE1/4 situated in the Northeast ¼ of Section 2, Township 7 North, Range 25 East.  Commissioner Turley seconded the motion.  Motion carried.

 

Commissioner Turley made the motion to sign Certificate of Survey submitted by Daniel A. Yoder amending Lot 2 of Equine Estates Subdivision Plat 2006-17 situated in Section 28, Township 9 North, Range 25 East. Commissioner Goffena seconded the motion.  Motion carried.

 

County Accounting Specialist Marshall Called in to go over the resolutions for grants and paperwork needed for the year end closing audit.

Bruce Hoiland met with the Commissioners regarding the Musselshell County Council on Aging and the Audit that is required by the Area II Agency on Aging.

County Attorney Todd-Rogers joined the meeting.

County Agent Cooley and Fairground Coordinator Tatman gave their weekly report to the Commissioners. (Fairgrounds)The new valve for water won’t be in until November. They have a new number for someone to look at the trees that need to be worked on. There is someone that is interested in doing mounted shooting at the fairgrounds. (Co. Agent) The next Fair Board meeting will be October 23, 2025. There was a Conservation meeting on Thursday October 16, 2025 where riverbank levels were discussed. There needs to be better recordings to the State regarding drought, so drought lines can be accurate.  Mr. Cooley will be in Bozeman next week for the Annual Conference. Goulding Creek 4HCouncil is doing some fundraising with calendars. The Fair Book should be out soon for the new year.

Sheriff Lesnik gave his weekly report to the Commissioners. Jeremy House was also present. Everything is going well. They have ordered new cameras for the cars. On October 25, 2025 they are doing a “Drug take Back” for expired drugs. They can be dropped off at the Sheriff’s Office or the Hospital.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. They attended the Montana Emergency Management Association (MEMA) conference on Tuesday through Thursday. Valuable updates on initiatives and training opportunities. Mr. Rook completed his Social Media Certification with FEMA.

Community Health Worker Berg gave her weekly report to the Commissioners. She will not be here for the next 2 Fridays due to surgery.  Patient bills should not be brought before the Commissioners.

The Commissioners are going to be holding 2 Public Comment meetings for the establishment of the Musselshell County Agency on Aging Board. A candidate is in the works for Melstone and Musselshell, Bette Ross and Dana Milton will be for Roundup. The meetings will be at 8:45 October 24 and 31, 2025 and will be signed October 31, 2025 at the business portion of the agenda.

There was no public comment for the afternoon.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
