April 7, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the days agenda as is. Commissioner Goffena seconded the motion. All in favor. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the March 31, 2023 Commissioner meeting minutes as written. Commissioner Pancratz seconded the motion. All in favor. Motion carried.

Commissioner Turley attended the Hospital Board meeting which was held on April 6, 2023. Hospital is currently in good financial health. The Covid pandemic is considered officially over as of May 11, 2023.

Steve Tyrell, Rocky Thaut, Dave Summers, Polly Summers, Ingrid Bardeen-Henschel and Tamasin Sterner met with Commissioners regarding Dean Creek and Homestead roads. The concerns regarding the Dean Creek area are the Industrial businesses going on which is causing noise, damage to the roads, environmental damage to the land and water issues. Commissioners agreed to go take a look at the issues on Dean Creek Road on April 13, 2023.

Sheriff Lesnik, Ambulance Supervisor Solberg, CFO Kirk, DES Director Russell and DES Coordinator Rook met with Commissioners regarding Emergency Operations 911 spending authority. Rhonda Sullivan attended by conference call.

DES Director/Fire Warden Russell met with Commissioner and gave his weekly update.

Commissioner Turley opened the 2:30 public comment on several budget amendments. There were no public comments.

Commissioner Turley opened the 3:00 public comment on any public matter within the jurisdiction of the Commissioners that is not on the agenda.

Michael Jacko attended public comment and discussed the possibility of approving a decay ordinance within the County.

Monty Sealy attended public comment and discussed the proposed Central Musselshell County Water District.

Being no other public comment, Commissioner Turley opened the 3:00 business meeting.

Commissioner Goffena made the motion to table reviewing and signing of the Managed Service Renewal with Systems Technology Consultants. Commissioner Pancratz seconded the motion to table. All in Favor. Motion to table was carried.

Commissioner Pancratz made the motion to approve and sign Resolution 2023-23 ordering Treasurer Hetrick to issue Tax Deeds. Commissioner Goffena seconded the motion. All in favor. Motion carried.

There being no other business, Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. All in favor. Motion carried.

April 10, 2023 Road Department Minutes

Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present. The Commissioner mentioned that the meeting on Friday April 7, 2023 regarding the road concerns for Dean Creek and Homestead Roads resulted in the Commissioners having another meeting at the Dean Creek Fire Department Thursday April 13, 2023 at 10:00.  There is going to be more research for Eagle Rock Road.  It is determined that it is a County Road, but it may be decided that it is a non-maintained road.  They are going to start the process of closing the end portions of W. Parrott and Allen Road. The Commissioners and Mr. Stockert went to look at a possible new gravel pit. Monday April 17 the Commissioner, Mayor Jones and The Montana Department of Transportation are going to be meeting at the Commissioner’s office regarding snow removal.
