The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Commissioner Goffena made the motion to approve the agenda for the day as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the minutes for the March 29, 2024 meeting as written. Commissioner Goffena seconded the motion. Motion carried.
The Commissioners will be having a meeting with Parker Phipps from Signal Peak Energy on Wednesday April 10, 2024 at 10:00 to address a 10-year impact on Musselshell County.
Commissioner Turley attended the Roundup Memorial Hospital (RMH) Board meeting April 4, 2024. RMH in conjunction with Billings Clinic requested professional input regarding rural community Board performance. Commitment to community, motivation, courage, fiduciary responsibility, commitment to quality, and relationship building are important features of a performing community board. There was also discussion on the RMH facilities improvements and updates, including immediate improvement to the fire protection of the building. Building drainage improvement was also discussed. RMH board members find it necessary to contact Roundup city maintenance regarding possible improved street drainage. RMH budget and financials remain positive, particularly due to reduced contract nursing. RMH Roundup Memorial continues to be in a very positive situation. Minutes done by Commissioner Turley.
The Commissioners did claims on Wednesday April 3, 2024. Claims = $322,187.84

Commissioner Goffena made the motion to sign the Montana Department of Emergency Services Flood Mitigation Assistance Swift Current 2023 Maintenance Agreement. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Department of Homeland Security F.E.M.A Statement of Assurances for Property Acquisition Projects. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign the Department of Homeland Security F.E.M.A. Assurances for Construction Programs. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Encroachment Permit for an approach in Section 17, Township 9 North, Range 25 East on Hochmuth Road submitted by Ron Kelly. Commissioner Goffena seconded the motion. Motion carried.
Theresa Doumitt met with the Commissioners to go over grants for the proposed purchase of the Wier Building.
Joe Teini with the W Bar C Ranch, met with the Commissioners regarding gates on Allen Road. Sheriff Lesnik and County Attorney Larsen joined the meeting and both agreed that you cannot gate a County Road. A cattle guard is the best solution.
Sheriff Lesnik gave his weekly report to the Commissioners. They have one Deputy at the academy. There was a meeting with the Board of Crime Control regarding Central Square problems.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There are 2 buyout people that do not qualify for this Swift Current Program because they have no prior claims. They will try again in the fall. The BLM burn went well. They are having problems with people taking down road signs and the County Attorney is going to send out letters.
The Commissioner went to the Fairgrounds to do a “walk through” with former County Agent Solf and caretaker Will Donahue.
Pam Carter with Homes on the Range visited with the Commissioners to see if there was any news with the plan to see if anything can be done to fix the building. The Commissioner will call Snowy Mountain Development to see where they are about getting a Preliminary Architectural Review (PAR) HUD and Tamarack also need contacted. Board members are also needed.
Minutes by Garilynn Rapp. Barb Wacker, Jaley and Chad Hitchcock met with the Commissioner’s regarding Allen Rd. Mr. Hitchcock will be reviewing a replacement of current gate with a cattle guard.
