The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda as written. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the April1, 2022 meeting as written. Commissioner Turley seconded the motion.  Motion carried.

On Aril 6, 2022 County Agent Solf gave her weekly report to the Commissioners due to the annual pesticide update in Bozeman Thursday the 7th and Friday the 8th.  There is an Extension Conference next week in Billings from Tuesday the 12 till Thursday the 14, 2022.  There will be a Fair Board meeting on the 19th.  They are looking for County residents to be on the board with new ideas to utilized our beautiful fairgrounds.

Commissioner Goffena and Commissioner Pancratz attended the Fire Council meeting on Thursday April 7, 2022. Luke Coats is now the Fire Chief at Dean Creek VFD. They received the Homeland Security Grant for the East Repeater in the amount of $395,000.00. They are working on changing the numbering system for the fire trucks and dispatchers. They are also getting ready for fire season and hoping for moisture.

Commissioner Goffena and Commissioner Turley attended the Bair-Collins meeting on Tuesday April 5th, 2022They are working on getting a “Vision Committee’ together for ideas of what all to do at the site. Scott Graham from the Department of Environmental Quality was present and said there is lots of grant money that can be used on projects to utilize the area.

Commissioner Turley attended a Hospital Board meeting on Thursday April 7, 2022

Commissioner Turley attended a recent Roundup Memorial Hospital (RMH) Board meeting April 7, 2022. Covid has taken a toll on the Hospital and its staff. Nonetheless, RMH is expected to receive another $500,000 pandemic mitigation funding from the Cares Act. The Presidential Covid Pandemic declaration will expire April 16th, and it is anticipated that even if this declaration is extended, the personal health conduct and safety guidelines will be relaxed. Roundup Memorial Hospital 5-year mil levy will expire and therefore, must be voted on in June. Please note the mil levy is not requested for increase, only continuation at the present level. This is very positive. The RMH relationship with Billings Clinic has improved Roundup Memorial Hospital and has suggested further upgrades, such as kitchen appliance upgrades, dietary improvements, improved hospital access, and patient accommodations. Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett will have 3 bids for the electric work that needs done at the County Agents office and the Cold Storage building.

Sheriff Lesnik gave his weekly report to the Commissioners. There is going to be a Zerkers training on April 13, 14 & 15, 2022 and encourages the Commissioners to attend.  Under Sheriff Bednar is working on a Signal Peak Grant for new body armor and rifle shields. There has been no word from the City of Roundup on the agreement with the Sheriff’s Office. Mr. Lesnik is going to contact Mayor Jones. Budgets were discussed.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Mr. Russell is going to set up a conference call with the State and Road and Bridge Supervisor Stockert regarding the MFLAP grant for tree mitigation. There will be an Elected Officials NIMS class at the City Office April 25, 2022 from 6:30 to 8:30.  There was 1 address assigned this week.  Mr. Russell is going to try to find another grant for the UTV since we did not get funding from the Homeland Security Grant for it, but asked the Commissioners if he could possibly get some funding for the command trailer from the CARES Act money?  The Commissioner will discuss the issue and let him know next week. May 15 & 16, 2022, Coordinator Rook will be attending a grant writing training in Billings.

Gary Eliasson met with the Commissioner to discuss a call he received about the Farmers Union demolition. The Commissioners will talk to the Road Department about it at their Monday April 11 meeting.

Ambulance Director Solberg gave his weekly report to the Commissioners. Mr. Solberg gave the Commissioners the bid for a new ambulance that will be acquired in 2024. (The only bid received) The Commissioner will vote on accepting the bid at the April 15, 2022 3:00 business. There will be a discount of approximately $4,000.00 from Ford at the time of purchase. Mr. Solberg and Sheriff Lesnik will be meeting with the Commissioners soon to go over the updated policy for timed worked for their departments. Budgets were discussed.

John Albert met with the Commissioners regarding wood for a shed to put the mower in for the Musselshell Cemetery and Handle Park. Mr. Albert also mentioned that he is in need of new hoses for watering

Commissioner Turley made the motion to sign Resolution 2022-13 Requestion Distribution of Bridge and Road Safety and Accountability Program Funds. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to and sign the letter of intent for the interim dues of $500.00 to the Montana Natural Resource Coalition. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2022-14 setting the rate for the Sheriff’s Office to serve civil papers to $75.00 per document. Commissioner Pancratz seconded the motion.  Motion carried.

Aaron Belveal met with the Commissioner to discuss County owned property in Musselshell and property that he owns in Roundup. They are going to contact an appraiser.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley did the first run of claims for the month of April on Thursday April 7, 2022.

Claims = $552,207.41

 

April 11, 2022 Road Department meeting.

Commissioner Goffena and Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present. The Commissioner received a bid and proof of insurance from Toby Dahl for cutting trees on the County ROW on Chandler and Casey.  The Commissioner will vote on Friday April 15, 2022 business.  DES Director Russell is working on a grant for tree mitigation for the County. Ribbon cutting for Farrel Street Bridge will be mid-May when there is warmer weather. They have footing for the equipment building.  The Road Crew attended the NIMS training on Thursday April 7th.  Bids were opened for the Old Divide/ #4 Road Chip sealing stripping. There was 1 bid from Hardrives Construction in the Amount of $424, 820.39. The Commissioners will take the bid under advisement and vote on it Friday April 15, 2022. Everyone was working on the E. Parrot Creek graveling project today.
