The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was also present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the December 7, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

Both Commissioner Borner and Commissioner Goffena met with Bob Denning with Denning Downey and Associates here at the Courthouse. Audits and budgets were discussed.

Commissioner Goffena went to the Musselshell Watershed Coalition meeting on Tuesday December 8, 2020 to introduce himself. They discussed streambed mitigation.

Commissioner Borner has a Snowy Mountain Development Corporation meeting Wednesday December 16, 2020.

Bob Pancratz joined the meeting.

Maintenance Supervisor Jett met with the Commissioners to let them know the bathroom at the Extension Office is fixed.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. Kathie Bailey, Cathy Barta and Sarah Hudson were present via telephone to discuss the chip seal on Old Divide Road funding. They are not going to go for a Coal Board Grant due to no cash, so they are going to look for other options. They have bladed on N. Gage, Dean Creek & Homestead, Ellis Eagle Rock, Old Musselshell (dirt part) and W. Parrott. Cleaned and welded on cattle guards on W. Parrot, culver removed on W. Musselshell and continue on Johnson.

Sheriff Lesnik met with the Commissioners to give his weekly report. There was a high-speed chase last week.

Michael Jacko met with the Commissioners looking for information on an easement on a private road. Sheriff Lesnik told him that the layout wasn’t done by the County it was done by the contractors and thinks that it would probably need surveyed and done through the court system.

County Agent Solf gave her weekly report to the Commissioners. They may have to do a budget amendment to add 3,000.00 dollars Golden Valley County is giving for the administrator position.

DES Coordinator Harper gave his weekly report to the Commissioners. The Bair Collins numbers have been given to the State. The ArcGIS map and computer arrived today.

Treasurer Hetrick, Clerk & Recorder Tomassi and Clerk Frances Widmier met with the Commissioners to review the information from the meeting with Bob Denning last Tuesday. There are some budget amendments that are going to need to be done by resolution. With every new grant there needs to be a resolution with the grant number and the fund numbers associated with the grant. There will be a list of all funds given to each Department Head at the January Department Head meeting. Mr. Denning will be back in January to work with the departments.

Deb Adolph was present via GoToMeeting. There was also an unknown person also present via GoToMeeting.

Commissioner Goffena made the motion to sign the Contract with Badlands Water and Consulting, Inc, Bob Gilbert, Consultant and Lobbyist for the 2021 Legislative Session. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Contractor’s Application for payment #5 from Knife River for AIP #3-30-0066-015-2020. Airfield Pavement Rehabilitation in the amount of $682,251.51. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Contractors Gross Receipt Withholding Return for Knife River AIP #3-30-0066-015-2020 in the amount of $6,891.43. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve Invoice B229662 from Braun Intertec for AIP #3-30-0066-015-2020 in the amount of $17,287.50 for Quality Acceptance Testing. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.

The Commissioners did the seconded run of claims for December on December 17, 2020.
