The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the December 8, 2023 meeting as written. Commissioner Goffena seconded the motion.  Motion carried.

No public comment.

Commissioner Goffena made the motion to sign the Agreement with Stahly Engineering and Con’eer Engineering for the proposal for Electrical Engineering Servies for the Musselshell County RV Park development. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve and sign Coal Board Draw 6 documents for the Roundup Memorial Healthcare (RMH) Generator Phase 2 Project. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Turley and Commissioner Goffena attended the School Board meeting on Monday December 11, 2023 to let them know their view on the 95-mill issue.

Commissioner Turley attended the Hospital District meeting on Tuesday December 12, 2023. The new CEO Rick Schroeder was present. The County and mayor Jones will be meeting with Montana Department of Transportation (MDT) about water runoff from the highway damaging walls of the hospital.

Commissioner Pancratz attended the Local Emergency Planning Committee (LEPC) meeting (via zoom) on Tuesday December 12, 2023. The meeting continues to be an excellent forum.

Commissioner Goffena attended the Watershed Coalition meeting on Tuesday December 12, 2023. DNRC and FWP were present.  Deadmans Basin and Martinsdale are full.

All Commissioners attended the FEMA Town Hall for a Floodplain property buy out on Tuesday December 12, 2023. There will be another meeting after the first of the year.

Commissioner Goffena attended the Safety meeting on Thursday December 14, 2023.  All County buildings have passed their inspection.

County Attorney Larsen met with the Commissioners to discuss the Riverside Fishing Assess area and an easement.  There is an opioid abatement meeting December 19, 2023 at 10:00.

Sheriff Lesnik gave his weekly report to the Commissioners.  They will be getting quotes for a 4-wheeler for search and rescue and snow removal for the department. Starting wages for deputies in other Counties were discussed.

DES Coordinator Rook gave their weekly report. Director Russell stopped in for a minute. They met with FEMA this week regarding the Spring flooding.  They attended the Hawk Creek Fire meeting this week and IamResponding is now set up and working.  They met with Wendy Jones for the Community Wildlife Protection Plan. (CWPP) They will be ordering more signs next week.  The State DES Town Hall meeting went well.  They will hopefully have another meeting in January.

Treasurer Hetrick gave the Commissioners the November Cash Reconciliation.

There being no further business Commissioner Goffena made the motion to adjourn for the day. Commissioner Pancratz seconded the motion.  Motion carried.
