The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda for the day as is. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the January 11, 2021 minutes as is. Commissioner Goffena seconded the motion. Motion carried.
John Kiem met with the Commissioners with an issue on the blading of #4 Road. The Commissioners will let the Road Department know.
Parts have been ordered to fix the garage door at the Extension Office.
Commissioner Goffena asked Dan Ray from Ray Construction to give a ball park figure for a storage building for the Courthouse and sidewalks at the Musselshell County Central Commons building.
We are still waiting on the amount we will receive for the COVID-19 reimbursement.
Commissioner Goffena sent a map to Fergus Electric regarding an easement at the FWP fishing access site.
The Commissioners are going to work on the budget amendments that were suggested by the auditor.
Commissioner Goffena is going to contact MACo regarding the Financial Policy & Procedures.
Road Secretary Kenner gave her weekly report to the Commissioners. Ms. Kenner told the Commissioner that after a meeting with the Auditor on Thursday January 21, 2021the BARRSA Fund is resolved and there is still $25,000.00 that can be used for supplies i.e., gravel, signs and cattle guards. Farrel Bridge replacement and Floodplain Permit was discussed. They cleaned 2 cattle guards on Fattig Creek, blading on Fattig Creek, motor grader was taken tom Billings for clutch failure and it will be covered by the warranty.
Sheriff Lesnik gave his weekly report to the Commissioners. There were 2 gooseneck trailers stolen last week. 1 has been returned. There are 4 inmates in jail at the time.
Mayor Jones and City Works Director Sibley met with the Commissioners (Sheriff Lesnik was present) to discuss the garbage containers at the Senior Commons. With the heavy winds they were blown into someone’s car and broke a taillight. The Commissioners will look into placing some sort of barrier around them to keep them from moving. Any COVID-19 money that the City will get reimbursed will be going to new speed limit signs. Mayor Jones and Commissioner Goffena have been in contact with Joe Ruhland regarding property in the City.
DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper is going to sign off on the Farrel Bridge Floodplain Permit. Martin Construction was awarded the contract for the bank stabilization with Montana Department of Transportation. Burning is still shut down. There were 4 new addresses last week.
County Agent Solf gave her weekly report to the Commissioners. Ms. Solf told the Commissioners that she was glad to meet with the Auditor last week and it helped figure out certain things in her budget. Ms. Solf is going to contact FWP regarding vaulted latrines at the Cowbelles Campground and fairgrounds. They are going to be looking for a used refrigerator for the office. Ms. Solf is working on prepping for the fair this year and trying to get community involvement. There is going to be a Fair Board meeting in February to update members and prioritize changes. Next week Ms. Solf will be in Lewistown judging at the Lewistown Winter Fair.
Toby Dahl met with the Commissioners to ask for a letter of support for a DNRC Grant for fire mitigation.
Ambulance Director Solberg gave the Commissioners the accounts receivable report for December and the 1 bid for a new ambulance that was received.
Mike Ruggles with Fish Wildlife and Parks called in to discuss the public comments received regarding the Riverside Fishing Access Site. Ron Solberg was present. Covid-19 guidelines are going to have to be in place. There will be established fire rings and mowing to avoid fires. There is a weed plan in place. Commissioner Goffena said they may still want to have a public meeting. Mr. Ruggles told the Commissioners he will be taking the agreement to the FWP Commissioners in early April.

Commissioner Turley made the motion to approve and sign Resolution 2021-3 establishing Regular Meeting Dates of the Musselshell County Commission and to Describe Procedure for Public Participation. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley made the motion to appoint Helen Hougen to the Elected Official Salary Compensation Board. Commissioner Goffena seconded the motion. Motion carried.
