The meeting was called to order at 8:30 by Clerk & Recorder Tomassi. Commissioner Goffena, Commissioner Turley and Commissioner Pancratz present. Ms. Tomassi said the meeting was open for nominations. Commissioner Pancratz nominated Commissioner Turley as Chairman of the Commission.  Commissioner Goffena seconded the motion.  Commissioner Goffena nominated Commissioner Pancratz as Vice Chairman of the Commission. Commissioner Turley seconded the motion.  Motion carried.

No public comment.

Commissioner Pancratz made the motion to sign Resolution 2024-1 establishing reimbursement rates for mileage to .67 cents. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-2 setting legal holidays for 2024. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2024-3 establishing regular meeting dates for the County Commissioners. Commissioner Goffena seconded the motion.  Motion carried

Commissioner Goffena made the motion to sign Resolution 2024-4 establishing travel and meal reimbursement rates for 2024. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2024-5 establishing the 2024 Elected Official Compensation Board. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign Resolution 2024-6 setting the Fire Season for the County of Musselshell for 2024.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Final Report Certificate of Compliance for the Musselshell Water System Improvements for Grant AM-23-0205. Commissioner Goffena seconded the motion.  Motion carried.

The Commissioners did a “walk through” of the bathrooms at the Welcome Center.

Commissioner Goffena attended the Fire Council meeting Thursday January 4, 2023.  Jay Pelan is the new Fire Chief at Hawk Creek VFD. Policy and procedures were discussed.

Commissioner Turley attended Justice of the Peace Markings swearing in.

County Attorney Larsen visited with the Commissioners.

Commissioner Turley and Commissioner Goffena did the Claims Thursday, January 4, 2024.

Claims for the week = $89154.33

Sheriff Lesnik gave his weekly report to the Commissioners. There was a meeting with the Hospital staff this week and it was very productive and there was a lot of clarification.   Sheriff Lesnik will be purchasing new body armor for his staff.

DES Director Russell gave his weekly report to the Commissioners. They are moving forward with the FEMA spring flooding project. There was a structure fire last week.  The Fire Council meeting was Thursday Jan. 4, 2023.  The VFA Grant Reimbursement has been sent and should be received this month.

Chad Beckman with the Department of Revenue met with the Commissioners to see if they have decided anything about the 95 Mills?   They are working with MACo and should have the Resolution on the agenda next week.

Ambulance Director Solberg met with the Commissioners with an employee issue.

City Councilman Jim Vivirito visited with the Commissioners regarding the County possibly helping with funding for the City Pool.  The Commissioners would like a memorandum of understanding with the City.  They would also like a breakdown of the major expenses for the pool.

Mr. Vivirito then asked the Commissioners about County Policy for vacation time usage. The Commissioners are working on updating the policy.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.

January 8, 2023 Road Department meeting.

Commissioner Turley, Pancratz, Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present. Minutes were done by Garilynn Rapp.

Allen Road: The commission, along with County Attorney Larson reviewed the petition to close the last mile of Allen Road. The commissioners are consulting with WWC as part of their investigation into the petition.

Goffena Road Update: The project is close to completion; the corner will be completed when the bridge is completed.

Motor Grader & Volvo loader update: The motor grader is back from the shop and the Volvo is in the shop. The semi is going to be going into the shop.

Commissioner Turley signed Journal Voucher 1141 transferring tax receipt to correct cemetery fund 7301.

Commissioner Turley signed Journal Voucher 1142 moving expenses to correct an account number. Should have been legislative services and not general facilities.

Commissioner Turley signed Journal Voucher 1143 to move expenses to Road fund.

Commissioner Turley signed Journal Voucher 1144 to move expenses to correct cemetery fund 7302.

Commissioner Turley signed Journal Voucher 1145 cover negative cash balance from general fund.

Commissioner Turley signed Journal Voucher 1146 to correct claim 26731 to expense tires out of Melstone Fire instead of Fire Protection.

Commissioner Turley signed Journal Voucher 1147 to correct claim 27122 to Mental Health for FY2024 Contribution.

Commissioner Turley signed Journal Voucher 1149 Distributing Elementary Retirement money to Melstone School.

Commissioner Turley signed Journal Voucher 1150 Distributing High School Retirement money to Melstone School.

Commissioner Turley signed Journal Voucher 1151 Moving expenses to Bridge fund from Road fund per Denise Newman.

Commissioner Turley signed Journal Voucher 1152 Moving 2023-2024 expenses from Musselshell Cemetery to Park Area account for Handel Park Mshl.
