The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day as is.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the July 23, 2021 meeting as is. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Goffena told the other Commissioners that there is going to be an informal discussion with the Central Montana Health District Board meeting, August 4, 2021 in Lewistown at 5:00 with all the other District Commissioners to discuss how to proceed with the Board after Fergus County backs out of CMHD. They will be meeting with One Health, who already have a Health Board in Custer and Carter County’s. Commissioner Goffena said that Fergus County does want to take over the Junk Vehicle disposal.

Clerk & Recorder Tomassi and CFO Chris Kirk met with the Commissioners to discuss the Roundup Cemetery Districts Annual Financial Reports.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik is going to meet with County Agent Solf regarding a resolution for people using the power and water at the Fairgrounds.  Mr. Lesnik will also be contacting Mayor Jones to set up a meeting regarding the agreement with the City and Sheriff Office.

Fire Warden Russell and Rural Addressing Officer Darren Rook gave their weekly report to the Commissioners. There was 1 hay stack fire and 2 vehicle accidents last week. No new addresses.

Commissioner Pancratz made the motion to sign Resolution 2021-27 receiving the ARPA Grant from the Department of Treasury’s Coronavirus State and Local Fiscal recovery Funds in the amount of $899,906.00. Commissioner Turley seconded the motion.  Motion carried.

 

Commissioner Turley made the motion to review and sign the Agreement between Musselshell County and Riverstone Health for Supplemental Nutrition Program for Women, Infants and Children. Commissioner Pancratz seconded the motion.  Motion Carried.

Commissioner Pancratz made the motion to review and sign the Notice of Award to TCA, Inc, for the Farrel Street Bridge Project for the Bid of $383,931.00. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-28 to Amend the Musselshell County 2021 Budget. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Turley made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena signed the following Journal Vouchers

#842- 2nd Semester Transportation Distribution from County Transportation to Melstone Elem. and High School, Per County Superintendent of Schools. Darcie Hetrick

#843-From the General Insurance fund 1001 to the Road insurance fund 2116.  Expenses were paid out of 2111, so the insurance reimbursement should have been put into that fund also. Darcie Hetrick

#844- County match was $38,500.00, so remaining amount of expenditures should have come out of the Grant fund instead of the Bridge fund.  Cheryl Tomassi

#845- Allocate the Fair Market Value of the investments.  This will have a reversing journal voucher posted in July.  Darcie Hetrick

Monday July 26, 2021 Road Department meeting.

Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present.

Open Bids for the Farrel Street Bridge replacement.  Bill Oxendahl with D.W. Oxendahl Construction, Adam Hagel with Stahly Engineering (The County’s Engineering Firm) and Olivia Adolph with COP Construction were present.

The Commissioners will take under advisement.  Mr. Hagel will let the Commissioners know what his recommendation is by Wednesday and it will be put on the July 30, 2021 Agenda for decision.

The tire shed has been torn down at the County shop. The trenching for the water project at the shop should be done today.  The MDT Off System Bridge Replacement (Bridge Road) was suggested to Rosebud County and they agreed.  They will have to submit the application because it is in their District. Today they are getting sand for the sand shed, removing tree on W. Musselshell and clean the cattle guard if needed. Finishing waterline installation for the yard and Weed Department.
