The meeting was called to order at 8:45 by Commissioner Borner. Commissioner Carlson was present.

Commissioner Carlson made the motion to approve the agenda for the day. Commissioner Borner seconded the motion. All in favor? Commissioner Borner ad Commissioner Carlson said aye. Motion carried.
Commissioner Carlson made the motion to approve the March 9, 2020 minutes after secretary Hagstrom asked to change the Certificate of Survey numbers that were on last week’s agenda from 2020-12 to 2020-2, 2020-13 to 2020-3 and 2020-14 to 2020-4. Commissioner Borner seconded the motion as amended. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.
Commissioner Borner did not have any board meetings but did attend the Coal Collation meeting and they gave an update on Colstrip and how it will affect Coal Board funding. Commissioner Borner attended the Coal Board meeting on Thursday March 12, 2020 and we were awarded the whole ask for Hawk Creek VFD concrete flooring and we are 3rd on the priority list. The LEPC meeting discussed the approach of the Coronavirus. Commissioner Borner attended a Public Safety meeting. Commissioner Borner talked to various people about the vacancies on the Fair Board, Snowy Mountain Development Corporation Board and the Musselshell County Advisory Committee.
Commissioner Carlson did not have any board meetings last week but will work on an agreement about vehicle insurance with the Council on Aging.
Commissioner Borner met with the insurance adjuster at the Extension Office and they were concerned about the exposed roof. Commissioner Borner called the contractor (Stone Construction) and told them to have someone there aby 9:00 the next morning to cover the roof. There was no one there the next morning so Commissioner Borner had Servpro cover the area and called our project overseer Mark Qualman and they are working on the solution.
Commissioner Borner and Commissioner Carlson attended the fire training Saturday March 14, 2020 that burned the Archer FEMA buyout property.
The Commissioners are working on a memo to County employees regarding safety and County Policy.
Commissioner Borner had an e-mail from Wipfli regarding the 2015 audit. They are waiting on a letter from the County Attorney to finish the audit.
The Commissioners will formally send a letter to the Musselshell County Republican Central Committee regarding the vacancy of the District 2 Commissioner position.
Road and Bridge Supervisor Stockert gave his weekly report to the Commissioners. Secretary Kenner is on vacation. Mr. Stockert would like to look at adding concrete for the wash bay floor into the budget for next year. They started graveling on Big Wall last week. They are waiting on Vidic Drilling about a well at the shop. Mr. Stockert wrote another letter to the Department of Military Affairs requesting they reconsider and direct in how to attain the water source on a FEMA buyout property. Snowy Mountain Development Corporation is going to write the EDA grant. They received a letter of agreement from Allan Goffena regarding a gravel pit out East. They will begin the permitting process. They are working on finishing up Big Wall between Griffith and N. Gage, then to Grazing District are to repair major soft spots and eventually get back to Johnson Road and work on road maintenance issues all weather permitting.
Sheriff Lesnik gave his weekly report to the Commissioners. They are working on the Coronavirus issue. They are at a Level 1.
County Attorney Peterson visited with the Commissioners regarding the Melstone property the County owns and would like to donate to Melstone. There is an issue that he is working on it. Commissioner Borner asked if just letting them lease the property was ok and he said he will look in to something like a 99-year lease. Commissioner Borner asked about the letter to Wipfli for the 2015 audit? Mr. Peterson said he is working on responding to the letter.
Cameron Ickes and John “Crow” Buck from Colonial Life met with the Commissioners to talk plans for employees. The Commissioners agreed for them to meet with the employees sometime in May.
DES Coordinator Harper gave his weekly report to the Commissioners. They are waiting for approval of the FEMA Buyout amendment and scope of work. The FEMA burn training went very well. A State of Emergency has been declared at the State level regarding Covid-19.
County Agent Fosjord gave her weekly report to the Commissioners. Ms. Fosjord will be limiting activities and functions with 4 H and others during this crisis. The insurance adjuster from Hartford met with Commissioner Borner on Friday and said any damage done because the roof has not been covered will not be covered by County insurance and will be the responsibility of the contractor’s insurance. Commissioner Borner called Stone Contracting to fix it by morning. It was covered by Servpro.

Commissioner Carlson made the motion to table Item #1 to approve and sign the Montana Association of Counties Health Care Trust July 2020 Final Renewal Plans until the March 23, 2020 meeting with Pam Walling from MACo. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.
Commissioner Carlson made the motion to Formally accept the resignation of Commissioner Tom Berry. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.
Commissioner Carlson made the motion to approve and sign the Customer Agreement between Musselshell County and NorthWestern Energy for service at 35 Shop Road in the amount of $626.00. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.
Ambulance Director Solberg met with the Commissioners for an issue with vacation time and a journal voucher issue.
There being no further business the motion was made to adjourn. Motion carried.
