The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Carlson was present.

There was no public present.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda after adding approving a land use agreement for KLE Construction. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the May 4, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson did not have any board meetings this week.

Commissioner Borner did not have any board meetings but did listen in on the MACo web conference regarding COVID-19 and they need to make sure they are updating the Department Heads when there are changes.

The Commissioners are going to try to do a walk around of the Extension Office this afternoon.

Commissioner Borner is going to work on a list of information the auditors need today and tomorrow.

A lease needs to be drawn up for the Melstone property.

Commissioner Carlson has ordered solar lights for the cemeteries.

There is only 1 more person needed for the Audit Committee.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett reminded the Commissioners that she needs a new computer to put into her budget

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There was a telephone conference with Swimley Law Firm. Susan Swimley and Tara Depuy were present. It was decided that they will go out for bids for a working bridge for the Farrell Street bridge project. And they are going to go forward with doing the “emergency route only” for #4 Road. Mr. Stockert wanted to let everyone know that they are only working with 1 mower this year so it will be slow going to try to get everything done. Roads done: Four Mile, East Parrot Creek, Chandler, Autumn and a 1/5 mile of Rehder. Today they are blading Rehder, hill on Canyon, Parrot to the y, Golf Course and Hawk Creek.

Kelly Gebhardt and Ron MacAdon with the Roundup Airport met with the Commissioners to review the budget.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik has a concern for the amount of people from out of State that are squatting in Musselshell County.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. Mr. Harper gave the Commissioners a letter from FEMA Region VIII that approved the change in scope of work and budget amendment for the 2016 PDM Acquisition project. Fire Warden Russell reported that they are going to begin staffing stations in 2 weeks.

Treasurer Hetrick gave the Commissioners her Treasurer report for April.

County Agent Fosjord gave her weekly report to the Commissioners. Ms. Fosjord is going to put a deadline of May 22, 2020 for the Construction Company to complete the bathroom work. The campground sewer system needs to be addressed. They are going to look into exhaust fans for the horse barn.

Public Comment:

Deb Adolph was present via Go to Meeting and asked about on last week’s agenda said to vote on hiring Attorney Mike Meloy for counsel on some civil cases. How are all of these other attorneys being paid? Commissioner Borner said they are working with the State to set up a fund for civil cases.

Joe Stahl was present and asked about the state of the Goffena Bridge project? Commissioner Borner said it is moving forward but the County has to be caught up on the audits and financial reports that have not been done for the last 5 years or there is a possibility that all Federal funds could be lost. They are hoping all audits and financial reports will be done by the new fiscal year.

End of public comment. Mr. Stahl left the meeting.

Item #1 to vote on members of the Election Audit Committee was tabled by Commissioner Carlson until they find 1 more person willing to be on the board. Commissioner Borner seconded. Motion carried.

Commissioner Carlson made the motion discuss and vote on participating in the Western Wildland Urban Interface Grant for wildfire mitigation. Commissioner Borner seconded the motion. Discussion: Commissioner Carlson said it will clean up County right of ways and helps landowners. Commissioner Carlson made the motion to participate in the Western Wildland Urban Interface Grant for wildfire mitigation. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign the Earmarked Alcohol Tax Money Designation form submitted by the Department of Public Health and Human Services. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to review and sign the Agreement for the Airport Pavement rehabilitation Project for Braun Intertec submitted by Interstate Engineering. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the Land Use Agreement for KLE Construction for the Roundup Phase 5 Water Improvements at the NW corner of Railroad Ave W & 5th Street W.

Commissioner Carlson made the motion to suspend the rules to add Certificate of Survey 2020-8RB the E2 & W2 of Tract 444 of COS 1975-2 in Section 28, T-6-N, R-24-E submitted by Nicolas and Lisa Cox to the agenda. Commissioner Borner seconded the motion. Motion carried.

There was a conference call with MACo’s WCT/PCT Trust Administrator Shannon Shanholtzer and Cody Samuelson from Key Insurance regarding the 2020/2021 renewal.
