May 3, 2024 Minutes
The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Pancratz made the motion to approve the agenda after adding an Encroachment Permit submitted by Ricky R. Downs on Big Wall Road and add a 3:30 meeting with Robert Heitkamp. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to approve the April 19th, and April 26th minutes as written. Commissioner Pancratz seconded the motion. Motion carried.
Sherri & Gab Flanscha joined the meeting.
There was no public comment on the sale of the Arena Café, Resolution 2024-16.
Commissioner Goffena made the motion to discuss issuing and sign a Notice to Proceed to COP Construction for the Fairgrounds Water Project. Commissioner Pancratz seconded the motion. Motion carried. The Commissioners wanted it noted they are getting bids for the electric portion of the project.
Commissioner Pancratz made the motion to discuss and sign the Fee proposal for the Structural Inspection of the Wier Building submitted by Structural Engineering Design, PC. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2024-16 for the sale of the Arena Café Property. Commissioner Goffena seconded the motion. Motion carried.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. The North rain guard at the Complex needs fixed. The concrete for the South side of the parking lot at the Courthouse should be fixes soon. They are going to be putting up a bike rack on the back of the courthouse for employees and the public.
Clerk of Court and CFO Kirk visited with the Commissioners regarding ARCA Search record preservation for Marriage Licenses from 1911 – 1998. The cost is 7280.00. CFO Kirk said there was enough in her budget. The commissioners agreed to the purchase.
Sheriff Lesnik gave his weekly report to the Commissioners. They have received 2 applications for the Dispatcher positions and 2 for the Deputy positions. Wages were discussed. Musselshell County’s wages are one of the lowest in the State.
DES Director Russell gave his weekly report to the Commissioners. FEMA needs a few more papers regarding the spring flooding. They are working on gathering the correct numbers for the culvert grant. Signs have been ordered for Rural Addressing. There was a Fire Council meeting on Thursday May 2, 2024. Even with the rain it is still pretty dry. They are going to advise that there should be no large slash piles.
Brenden Beatty the Director of the Montana Department of Revenue met with the Commissioner to introduce himself.
Ambulance Director Solberg gave his weekly report to the Commissioners. The delay on the phones is a Mid-Rivers issue with the State phones. He is working on the frequency of the Highway Patrol radios.
Meetings:
Commissioner Goffena attended the Fire Council meeting on Thursday May 2, 2024. They have some new members.
Commissioner Goffena and Commissioner Pancratz attended a Homes on the Range meeting via Zoom. Tonya Garber from Snowy Mountain Development is going to be taking over the project.
There was a TEAMS meeting on Tuesday April 30, 2024 regarding the South West corner of the Wier Building. Tetra Tech is going to be doing a Phase I Environmental Refresh Estimate. We are going to get another structural assessment for the building. It was suggested they contact a developer regarding the building.
The Commissioners went to the fairgrounds to look at the proposed electrical input.
Commissioner Turley attended the Refuse Board meeting on Tuesday April 30, 2024. There was discussion of the need to respond to Republic Services Contract costs. Norma Trent was hired as the new Secretary/Treasurer.
Commissioner Pancratz and Commissioner Goffena visited with Governor Gianforte at the Busy Bee. The coal swap was talked about.
There was no one present for the Auction of County Owned property at Block 12, Lot 4 of McCleary’s 1st Addition to Roundup.
The Commissioners did claims on Wednesday May 1, 2024. Claims = $82,846.36
Old and New Business:
A pole barn was discussed for the Golden Thimble storage issue.
We are waiting for an appraisal of the Carlson property.
They are going to run an add for the Advisory Board of the Area II Council on Aging.

-Debbie Williamson met with the Commissioner’s virtually to address the answers to the questions she submitted for the Middle Musselshell Water District. Commissioner Pancratz received the answers from the water board and agreed to forward it to Debbie. She sees no need for clean potable water to be available for the Middle Musselshell Water District.
-Bob Heitkamp met with the Commissioner’s Virtually to discuss the Market Place for Kids coming to Roundup this September. The program will expose 3rd-8th graders with different hands-on career opportunities. Market Place for Kids is currently looking for community volunteers to share professional experiences.

Road Department meeting May 6, 2024
Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Newman were present.
Minutes were taken by Secretary Newman.
Robert Stinson and Andy Adolph attended DNRC Fire training over the weekend. Virgil Merfeld got his Drone License. Congratulations, guys. We’ve been managing pretty well, working one man down. Tom discussed maybe hiring one or two short-term or per-diem employees, at least one with a CDL, to clean cattle guards and culverts and do some mowing just through the summer. More will be discussed. Ralph Goffena’s claim for damages to his irrigation pipe was taken care of. Goffena gravel site, #1913 has been released from DEQ. The Road Department ordered a new walk-n-roll, which will be paid for with the upcoming FY 2025 budget. We will not be using the old one as a trade-in; we have decided to keep it for spare parts. We discussed ordering more cutting edges and tires for the graders and purchasing the Road Warrior for snow and ice. Cutting edges are ordered, and the Road Warrior is also ordered; it is about 10 weeks out. Freightliner was taken to Billings in March it was spilling out anti-freeze. We just found out the motor needs an overhaul and a rebuild, and we are hoping to have it back before the end of summer. One of the grader six-wheel drive hydraulic hoses has a leak. We’ve purchased the new hoses and are just waiting to replace them. We didn’t want to shut the blade down with the little moisture we had gotten. We started the traffic count again on Thursday, May 2nd. They were put out on Johnny Coal and Ambush Road. They will be left out for one week and then moved to another location all summer long. Road update-We’ve spot graveled on Ragged Point, blading out Fattig Creek, Melstone-Custer, Alkali Creek Rd, Graves Rd, Kombol Rd, Snowy Mtn, Colony Rd, Goulding Creek, Hay Basin area (School House Rd, Praire Rd, Sanbak)
