The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present. Secretary Hagstrom was absent due to medical leave. Minutes were not taken until the 3:00 Business.

Public Comment:

William Edwards, Vicki Kombol, Adam Carlson, Erin Janoso and Mat Walter were present.

Mr. Edwards attended the meeting today in order to discuss the bronze statue that is sitting in front of the Courthouse, which was vandalized a couple months ago. The family that owns the statue wants to take it back if it is not going to be repaired. It was on loan to the City of Roundup and County of Musselshell to have for a while. Mr. Edwards explained that there is a place in Billings that will weld the arm back onto the little boy and repair the fishing pole that the little boy is holding. Mr. Edwards asked the Commissioners if they are willing to go in half with the City to get the statue fixed. The Commissioners agreed to contribute and once repaired the statue needs to be anchored down so it cannot be pushed over again.

Item #1 to approve $23,467.00 for SCBA’s (self contained breathing apparatus )to be taken out of the Emergency Fund was tabled until more information is gathered.

Commissioner Borner made the motion to approve Resolution 2017-17 naming a show cover area at the fairgrounds the ” Joe and Delores Kombol Arena “. Commissioner Berry seconded the motion for discussion. Discussion was where the plaque would be placed and what funds would be used. Commissioner Berry made the motion to approve the Resolution and talk about the funds at a later date. All in favor.

Commissioner Borner made the motion to approve the Contract for Professional Services Agreement between Musselshell County and Snowy Mountain Development allowing SMD to prepare, submit and present a project proposal to the Montana Coal Board for funds for road improvements. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve the Contract for Professional Services Agreement between Musselshell County and Snowy Mountain Development allowing SMD to prepare, submit and present a project proposal to the Montana Coal Board for funds for Roundup Memorial Hospital Equipment. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to purchase the Panther Den. Commissioner Borner seconded the motion for discussion. Commissioner Borner is concerned what the long term cost will be with the purchase, especially with what may happen with the future of the Signal Peak Mine. Commissioner Borner made the motion that the County does not purchase the panther Den for $70,000.00. Commissioner Goffena was concerned about the cost the County would have to pay for the asbestos mitigation, because then the County wouldn’t be able to afford the purchase of the Panther Den. Commissioner Goffena asked if all was in favor of purchasing the Panther Den? All Commissioner voted Nay; no one is in favor of purchasing the Panther Den.

Commissioner Borner made the motion to discuss to go with Brownsfield or to encase the asbestos at the Senior Center. Commissioner Berry seconded the motion. The County is moving forward with Collaborative Design so there is no need to make a decision. The County is not going to encase the asbestos at this time.

There being no further business the motion was made to adjourn. Motion carried.
