July 5th, 2017
The meeting was called to order at 9:00 by Commissioner Goffena. Commissioner Borner and Berry were present.
The minutes from the June 26, 2017 meeting were reviewed and approved by all Commissioners.
Conference call with Attorney Michele Puiggari concerning an HR issue.
The Road department did not meet with the Commissioners due to a conference call.
The Sheriffs Office did not meet with the Commissioners.
DES Coordinator Carlson gave his weekly report to the Commissioners. Musselshell County is still on Stage 1 Fire Restriction. There were 3 fires over the 4th of July that were all human caused and related to fireworks.
Amy Angel from Accounting gave her weekly report to the Commissioners. Ms. Angel is waiting for the KLJ-protested numbers for the EOC (emergency operations center) and Central School Project from Mark Qualman from Quest Service Corp. for final payment. The Commissioners were given an Agreement from Joseph Eve to assist with the 2015/2016 Annual Financial Reports.
Brian Johnson and Bill Haynes from Collaborative Design, Mark Qualman from Quest Service Corp. (had a print out from the June 26, 2017 meeting for the Commissioners) and Amy Angel from Accounting Met with the Commissioners regarding the Central School. Mr Johnson said that an exterior evaluation is being done on the Central School building at this time and they are working on putting the contract specifics together. The school board will sell the Panther Den to the County for approximately $70,000.00. The Commissioners will put the decision to buy the Panther Den on the July 17, 2017 agenda. Kathie Bailey from Snowy Mountain Development called during the meeting to discuss the Brownsfield Grant and abatement estimates.
Public Comment:
Theresa Doumitt, Linda Picchioni and Erin Janoso were present. Ms. Doumit had brochures that were done by the Roundup Community Partners for the Commissioners to see and possible put on the County Website( the brochures are available at the Clerk and Recorders Office). Commissioner Borner told her to go to the Chamber of Commerce and talk to Kathy Pfister or Clerk and Recorder Tomassi. Ms. Doumit said that the long term vision is to provide more information and possible do a driving tour of Musselshell County.

Commissioner Berry made the motion to have a policy for the County Website. Commissioner Borner seconded the motion. Discussion: Commissioner Berry said that it should only be County business or information provided by the Chamber of Commerce to be careful of clutter. Motion carried.
Commissioner Borner made the motion to approve and sign Resolution 2017-14 Adopting Fees for Planning Department and Survey Reviews. Commissioner Berry seconded the motion. Motion carried. RESOLUTION 2017-14
Terry Frost from the Refuge Board met with the Commissioners regarding the road to the Melstone dump. The minutes from 1995 will be given to the County Attorney where is says that Melstone will be responsible for the maintenance of the road.
There being no further business the motion was made to adjourn. Motion carried.
