June 25, 2018
The meeting was called to order at 9:08 by Commissioner Goffena. Commissioner Borner was present. Commissioner Berry was not present.
The minutes from the June 18, 2018 meeting were approved by Commissioner Goffena and Commissioner Borner.
Weed Coordinator Beck met with the Commissioners regarding Flex time. Commissioner Goffena and Borner said that with her schedule, her time can be used within the pay period. They will be putting an amendment in the Employee manual clarifying Flex time for certain Departments and schedules.
Road Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. They would like to make an appointment with the County Attorney to discuss the procedure for removing a deceased individual from a property deed. This is in regard to relocating #4 Road. The building at 6th Street Construction is not financially feasible to the department to relocate. They will be going to the Coal Board in the future for a new building/shed. They are working on getting roads open. They can’t stop the water and are hoping people will be patient.
Sheriff Thomas gave his weekly report to the Commissioners. They are waiting for the insurance adjusters. Commissioner Borner told Mr. Thomas that they will be here Tuesday & Wednesday of this week. There was a personnel issue.
Accounting Supervisor Angel gave her weekly report to the Commissioners. Ms. Angel told the Commissioners that we need to make sure the adjusters go to ALL County owned buildings to check for hail damage. The question was asked about extending the 6 month probation period. MACo said that it can be extended for 3 months and a letter needed to accompany the paper work. DES Coordinator Justin Russell joined the meeting. Mr. Russell is working on getting more information regarding hail damage to properties bought in the FEMA Mitigation Programs and would like to set up a meeting with State Hazard Mitigation Officer Nadene Wadsworth. We have to follow FEMA guidelines and rules.
DES Coordinator Russell gave his weekly report to the Commissioners. Amy Angel was present. They think that everything is going good to get a Presidential Emergency Declaration from the flooding. They signed papers for the Carson FEMA PDM Program. Mr. Russell gave the Commissioners an updated Procurement Policy to look over and consider adopting. There is a Public Meeting with the DEQ at 5:00 P.M. in the Ambulance Barn.
Mark Qualman with Quest Service Corp., Brian Johnson and Kari Kraske with Collaborative Designs met with the Commissioners and told them that they should have the Certificate of Occupancy for the Musselshell County Central Commons by Thursday June 28, 2018 and the building will be ready to move into on Monday July 2, 2018.
The meeting was closed at 11:55 for lunch.
The meeting was reopened at 2:30.
Director of Technology Toombs met with the Commissioners to tell them that this morning there were no computer services in the Courthouse due to damaged wires on the roof. Mr. Toombs gave the Commissioners a quote for new services for a bridge from building to building from Blackfoot that will be compatible with the Department of Justice. Commissioner Goffena said that the budget says we have the spending authority and we should suspend the rules and vote on this at the 3:00 business. Commissioner Borner says she thinks we need to get the new link from building to building.
Public Comment:
Stan Pisle, Amy Angel and Adam Toombs were present.
Mr. Pisle asked what is the status of #4 Road? Commissioner Goffena told him that they are pumping water out now and working on getting easement to relocate it. Mr. Pisle asked if this was a temporary move? Commissioner Borner said if we can get the easement the road will be moved and it will be permanent.

Commissioner Borner made the motion to award the bid on the truck/sander/snowplow to Kenworth as recommended by Road and Bridge Supervisor Stockert. Commissioner Goffena second the motion. Motion carried.
Commissioner Borner made the motion to sign the Memorandum of Understanding from the Montana Wool Growers Association Predator Control Fund for the period of July 1, 2018 to June 30, 2019. Commissioner Goffena second the motion. Motion carried.
Commissioner Borner made the motion to suspend the rules for an emergency purchase of electrical equipment to be replace some that was damaged by hail. Commissioner Goffena second the motion to suspend the rules.
Commissioner Borner made the motion to approve the purchase of a new computer bridge on the Courthouse in the amount of $29, 886.81 from Blackfoot submitted by Director of Technology Toombs. Commissioner Goffena seconded the motion. Motion carried. (any insurance damage coverage will also be deducted)
Elected Official Compensation Board Meeting
Clerk of Court Halverson, County Attorney Peterson, Treasurer Nelson, Commissioner Goffena, Commissioner Borner and Accounting Supervisor Angel were present.
Treasurer Nelson made the motion to close the meeting because there were not the required amount of people to hold the meeting. Clerk of Court Halverson seconded the motion. Motion carried.
