The meeting was opened at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present. Minutes were taken by Clerk and Recorder Tomassi.

Pledge of Allegiance.

The agenda for the day was approved as written. The minutes from September 24, 2021 were approved as is.

Mimi from Fish Wildlife and Parks called in and spoke to the Commissioners regarding the Fergus Easement. FWP voted to move forward with allowing public access to the fishing access site.

DES Director/Fire Warden Russell and Coordinator Rook gave their weekly report to the Commissioners.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf discussed the well-attended Real Colors training. There will be no annual MSU Conference being held this year. Ms. Solf discussed a salary increase for the Musselshell County/Golden Valley Extension Clerk.

Chief Financial Officer Kirk met with the Commissioners to discuss weekly updates. Ms. Kirk is working on a more efficient way to track grants and accounts receivable within the county.

Commissioner Goffena opened public comment on the Budget Amendment for the DNRC RITP Grant #18-0139 the Davis Abandoned Coal Mine Site Assessment and Problem Analysis Payment.

There was no public comment.

Commissioner Goffena opened public comment for the 3:00 business. Theresa Doumitt was present at today’s business meeting. There was no public comment. Commissioner Turley made the motion to adjourn public comment. Commissioner Pancratz seconded the motion. Motion carried.

Commissioners discussed leasing FEMA buyout land request.

Commissioners discussed the Cyber Security Assessment.

Discuss Musselshell County being a “Wet or Dry” County for Marijuana was tabled by the Commissioners.

Commissioner Pancratz made the motion to sign the Montana Board of Crime Control Grant Award letter for the Victim Witness Assistance Program in the amount of $112,021.00 submitted by Victim Witness Advocate Allen. Commissioner Turley seconded the motion. Motion carried.

John McCarthy entered the Commissioner’s business meeting.

Commissioner Turley made the motion to sign the Final draw request (Draw #4) for the Hospitals Coal Board Grant for HVAC Improvements, Submitted by Teresa Doumitt on behalf of Roundup Memorial Healthcare. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Resume Work Order for the Farrel Street Bridge Replacement Project submitted by Stahly Engineering. Commissioner Turley seconded the motion. Motion carried.

John McCarthy discussed the Commissioner’s denial of the petition to make Cottonwood Road a County Road.
