The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the October 2, 2017 meeting were reviewed and approved by all Commissioners.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. Ms. Kenner thinks the new Request for Annual or Sick Leave form should “Planned  Medical Leave” not Sick. The Commissioners told her that the form provided was advised by our Human Resources Attorney. Great Job Ron Manderfeld for receiving the Governors Safety Achievement Award for 2017.   Culverts repaired on Horsethief Rd, blading on Graves Rd., Hochmuth, Adams and Hawk Ck.

DES Coordinator Carlson and Scott Graham, Abandoned Mines Lands Project manager with DEQ met with the Commissioners regarding the PDM (pre-disaster mitigation grant) and the FMA (flood mitigation assistance grant) Mr. Graham will be working with Mr. Carlson and Jason Seyler ( DEQ Brownsfield Coordinator) to get a RDG (resource development grant) for planning the design to clean up the 41 lots on the programs. Planning Board meeting is scheduled for October12, 2017 at 7:00 and the new County Growth Policy will be distributed. Emergency Mutual Aid Compact requested assistance in Florida. It is a State to State agreement and the State of Florida will reimburse for all expenses. Mr. Carlson would like to go help in exchange for all the help other States showed Montana in our fire emergencies of the summer.  Commissioner Borner said she thinks it would be good to go and Commissioner Goffena said there should be no problem. Commissioner Berry had no comments.

Mark Qualman with Quest Service Corp, Natalie Hazelton and Cheryl Goffena met with the Commissioners. Mr. Qualman had the complete set of bid documents for the Senior Center for the Commissioners.  The Invitation to bid will be in the Billings Gazette for the next 3 weeks. Pre-bid will be on October 16, 2017 and the bids will be opened on November 6, 2017 in the Commissioner’s Office.  They are suggesting a full roof replacement for the Annex. Approximately $40,000.00 or a 3 year fix for $5,000.00.  For the Jail roof the 3 year fix is $4,000.00 or a 20 year fix is $30,000.00. The parapet damage on the Jail roof will be $2,000.00 and needs done for safety. The Commissioners will make a decision on the jail roof and parapet next week.  The EOC (emergency operations center) is good to go, they did the pre-bid last week and the test pit this week.  The test pit is for soil type and compaction.

Tax Deed Sale asking the Appraised Taxable Value:

Lot 7, Block 1, MLC 1st Addition to the Townsite of Roundup  = $71,300.00   No bids.

Lot 6, Block 7, Townsite of Musselshell = $2,125                                              1 bid.

Lots 4, 5, & 6, Block 18 in the Townsite of Melstone = Lot 4 = #3,850.00, Lot 5 = $10,350,

Lot 6 = $2,850.00        No bids

 

Item #1 to discuss getting front facing security cameras and audio was tabled until quotes are received. Item #5 to discuss the Tax Appeal Board was tabled due to the fact that there is an ad in the paper for a new Board member.

Commissioner Berry made the motion to discuss and sign the Purchase Agreement for Central School Annex and Lots. Commissioner Borner seconded the motion. Motion carried.

 

Commissioner Borner made the motion to call the new Senior Services Center the” Musselshell

County Central Commons”. Commissioner Berry seconded the motion. Motion carried.  There

will be a Resolution on the agenda next Monday October 16, 2017

Commissioner Berry made the motion to approve and sign Resolution 2017-22 Rescinding Stage 1 Fire Restrictions. Commissioner Borner seconded the motion.  Motion carried.

Commissioner Berry made the motion to approve and sign Resolution 2017-23 Re-determining the Fair Market Value and Order for Sale of County Tax Deed Property. Commissioner Borner seconded the motion.  Motion carried.

 

There being no further business the motion was made to adjourn. Motion carried.
