The meeting was called to order at 9:00 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the October 10, 2017 meeting were given to the Commissioners for review.

Molly Bell with Senator Testers Office visited with the Commissioners to hear any concerns they may have that she can take to Senator Tester. The Commissioners told Ms. Bell that coal and the possibility of losing the Signal Peak Mine is the biggest concern for Musselshell County at this time. We are a natural resource State and they would like to have a larger conversation about how coal has a huge economic impact on us. They also would like some modifications to the Equal Access to Justice Bill.

Ambulance Director Solberg met with the Commissioners to let them know that the EOC (emergency operations center) work is getting done and he is going to close the office for the week for public safety. The sidewalk by the alley is going to need fixed. The Commissioners want to see a written estimate of the cost.

Road Secretary Kenner gave her weekly report to the Commissioners. The road Crew is in Billings for training all day today.  They are working on getting the roads in shape and mowed before winter.

Accounting Supervisor Angel gave her weekly report to the Commissioners. The work that was done for the cleanup of the flood in the accounting office is complete.  There was an HR/ Personnel issue.

Airport Board Chairman Kelly Gebhardt met with the Commissioners to discuss the Capital Improvement Plan for the Roundup Airport. The Commissioners are going to contact other Counties to see which engineering firms they use for their airports.

DES Coordinator Carlson met with the Commissioners via telephone. Mr. Carlson asked to table the bid for the generators and transfer switches that are on the 3:00 business today until they can get a quote for installation and see if there are more funds available for the Homeland Security Grant to help with the cost.  Also they are going to wait for comments from Nadene Wadsworth to decide on the Acquisition Policy.

Mark Qualman with Quest Service Corp, Brian Johnson and Kari Kraske with Collaborative Design met with the Commissioners. Brian told the Commissioners that the air quality tests for the old central school were not in.  There was a mandatory walk through for those that put a bid in to do the renovations on the school scheduled for today.  Mr. Johnson will let the contractors decide if they wanted to walk through or not.  Mr. Qualman told the Commissioners that the work has started on the Emergency Operations Center.

Public Comment:

Roger Stephens and Sargent Johnson were present. Mr. Stephens was there to talk about the Town Ordinance against fireworks.  Mr. Stephens suffers from PTSD (post- traumatic stress disorder),  has sent numerous letters to the Attorney General for the State of Montana and submitted the responses to these letters.  The Commissioners told Mr. Stephens that he would have to go to the City Council for any ordinances the City if Roundup may have.

David Waymire was also present to talk to the Commissioners about the Signal Peak Energy. Mr. Waymire would like to know why Signal Peak is not hiring the people back that they laid off.  The Commissioners told Mr. Waymire that that was a private business issue.

Item #1 to discuss getting front facing security cameras and audio was tabled until a quote for an additional camera is received. Item #4 to decide on the Generator and Transfer Switch bids was tabled until we get a bid to include the installation.

Commissioner Berry made the motion to approve the Taxable Value mill change for Broadview

School District 21J. Commissioner Borner seconded the motion. Motion carried.

 

Commissioner Borner made the motion to sign Resolution 2017-24 naming the Central School

Annex Building the Musselshell County Central Commons. Commissioner Berry seconded the

motion. Motion carried.

 

Commissioner Borner made the motion to approve the 20 year fix for $30,000.00 on the roofing for the Jail and fix the parapet as soon as possible for safety. Commissioner Berry seconded the motion.  Motion carried

 

Commissioner Berry made the motion to approve and sign Encroachment Permit for a culvert in Section 6, T-5-N, R-26-E, Majerus Road submitted by Alan Dobson. Commissioner Borner seconded the motion. Motion carried. (on the approval of Road and Bridge Supervisor Stockert. Approval given. )

There being no further business the motion was made to adjourn. Motion carried.
