The meeting was called to order at 9:00 by Commissioner Goffena. Commissioner Borner and Berry were present.

The Commissioners reviewed and approved the minutes from the September 25, 2017 meeting

Treasurer Mary Nelson met with the Commissioners with her concern about the possibility of the

local Department of Revenue/Assessors Office shutting down with the cuts/layoffs that are being made by the State. The Commissioners are going to write letters and make some phone calls to stress the importance of having a local Department of Revenue Office in Musselshell County.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. The Commissioners signed a Statement of No Interest for salvaging materials from the MDT Rosebud County Bridge Replacement Project. Road and Bridge Supervisor Stockert met with Kathy and Nate from Stahly Engineering to look at some bridges. Queens Point Bridge is good. Culverts will be put in at the old Harvey Bridge and since Queens Point Bridge construction is going good, the old Harvey Bridge will not be such an issue for agriculture. With the Coal Board Grant for a motor grader the public needs a chance to participate and a meeting needs to be set to allow public review in the matter. Ms. Kenner would like to have it at the regular Road Department Meeting on October 30, 2017 and will run an ad in the Roundup Record. Blading resumed on the 26th of September after all the rain they basically had to re-do all the roads that were just done. Ron Manderfeld is heading to the Governor’s Safety Conference on Tuesday to receive his award. They are waiting on the electrician to do work on the Musselshell Shop.

DES Coordinator Carlson gave his weekly report to the Commissioners. The Commissioners was letters of acquisition for the PDM (Pre Disaster Mitigation) and FMA ( Flood Mitigation Assistance) projects from Nadene Wadsworth with the State. They also want letters of agreement from any entity that wants to participate in the programs for County match. Mr Carlson is going to put an ad in the paper for the position of DES Deputies. They will be as needed and there are no guarantee of hours. Commissioner Berry mentioned that for budget reasons some training that is out of the County may need to be questioned. Mr. Carlson said he will try to only go to training that is grant required.

Mark Qualman With Quest Service Corp, Natalie Hazelton, Brenda Vescovi and Brian Johnson with Collaborative Designs met with the Commissioners to talk about the Senior Center. Mr. Johnson said that everything is looking good and moving forward. They are hoping to have the bid packed ready by the end of the week to be opened the beginning of November. (6th) There will be a mandatory pre bid walk through. A roof survey was done and it is recommended that it is best to fix it now. The asbestos abatement is completed and they are now waiting for the air test. There will be a pre construction conference on Wednesday for the EOC ( emergency operation center) Building with Mark Qualman and Alex Huffield with KLJ.

Accounting Supervisor Angel met with the Commissioners to advise them on the Request for Revised Certification of Taxable Value that will be on the 3:00 business. Ms. Angel also asked that the title of her office be Grant Administrator and Accounting Administrator with Shirley Marking as Assistant.

Commissioner Berry made the motion to stay with McCleary’s Distributing Inc, on the propane bids. Commissioner Borner seconded the motion. Discussion. Commissioner Berry feels that the bids were almost identical when comparing rates and rental fees and staying with McCleary’s is less disruptive. Motion carried.

Commissioner Berry made the motion to replace the current camera system and IT Specialist Toombs will install it. Commissioner Borner seconded the motion. Motion carried. Mr. Toombs supplied information and quote ( $26,185.07) for a system that will add front cameras, audio and will bridge the Sheriff’s Office, ambulance and Courthouse together. The decision will be on next weeks agenda.

Commissioner Berry made the motion to sign the Order to Cancel Uncollected Property Taxes, Personal Property Taxes, Mobile Home Taxes & Personal Property. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign the Certification of Match for FY 2018 Federal & State Programs and for Administration submitted by Area II Agency on Aging. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to appoint Kelly Gebhardt to the Airport Board on resignation of Doug Parrot. Commissioner Berry seconded the motion. Motion carried. Next week the Commissioners need to discuss the Tax Appeal Board.

Commissioner Berry made the motion to approve the Taxing Jurisdiction Change in Valuation/ Request for Revised Certification of Taxable Value for Boardview School District 21 as long as it is done by October 16, 2017. Commissioner Borner seconded the motion. Motion carried. Commissioner Borner made the motion to not rectify for Musselshell County. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign the Encroachment Permit for Sections 13 & 18, Township 11 North, Range 25 East for a water pipe on Alec Roy Road submitted by Ned Tranel, Tranel Ranch. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
