Commissioner Minutes October 28, 2019
The meeting was called to order at 8:45 by Commissioner Borner. Commissioner Carlson was present. Commissioner Berry was absent.
Pledge of Allegiance.
Commissioner Carlson made the motion to approve the agenda for the day. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to approve the October 21, 2019 minutes.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. The Safety Committee suggested she lock her storage room door. Ms. Jett will be finding the cheapest solution.
Commissioner Borner missed the Mental health Board Meeting this week but will find out what happened. Commissioner Borner is concerned that the Mental Health Center will lose some funding and if they do the satellite office here in Musselshell County and other Counties will not be served. Commissioner Borner will be meeting with Kirk Keyser with the EDA 2018 Supplemental Disaster Funding Tuesday October 29, 2019 at the Commissioner’s Office. Commissioner Borner visited with MACo several times for legal advice regarding the Demo Bids that were opened. They recommended a re-issuance of call to bids done for closed, sealed bids to be delivered to the Courthouse. Commissioner Borner will be attending an Economic Development study on November 7, 2019 and will be claims on November 8, 2019. There is a Central Montana Health Department meeting on November 14, 2019.
Commissioner Carlson had a Safety Committee Meeting on Thursday October 24, 2019 and they are working on a few employee workplace waivers of liability on different issues. Commissioner Carlson attended the Airport meeting on October 25, 2019 and they are going to be working on the Capital Improvement Plan for the Airport.
Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. There was a call to the Department thanking them for putting up slow speed limit signs for the Amish Community. Holes were filled on Goffena Road, blading was done on Hawk Creek, Snowy Mountain and Harvey Road. Today the plan is to continue work on Johnson Road, blading on Hawk Creek and smoothing up part of Alec Roy Road. Due to vacations the Road Department will not be meeting on November 4, 2019.
Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik doesn’t think the new payroll system with Black Mountain is going to work with the way their hours runs. The Commissioners are going to contact Black Mountain to see if there is a solution. Mr. Lesnik is looking into purchasing new weapons. The new outdoor step design from WWC Engineering for the Sheriff’s building was looked at and discussed. There are some questions that they will need to address with WWC Engineering. There was a personnel issue.
DES Coordinators Fisher and Harper gave their weekly report to the Commissioners. They are working on a scope of change letter and budget amendment to the State and FEMA Region 8. There will be a re-issuance of the Demo Bids for the FEMA Buyout properties. Billings Swat Team may do some training at some of the properties in the buyout. They will be sending out a flyer regarding the new burn permit.
County Agent Fosjord gave her weekly report to the Commissioners. Ms. Fosjord had the MSU Co Agent Agreement for the Commissioners to sign. October was Farm to School month and Ms. Fosjord has visited a lot of schools and also did some work at the Nile. Ms. Fosjord found that there is a lot of interest and need for Family Consumer Classes and is going to be working on it. Ms. Fosjord will be attending the Annual Extension Conference in Bozeman next month.
Ambulance Director Solberg gave his weekly report to the Commissioners. The IT budget was reviewed. Commissioner Borner asked Mr. Solberg to work on an update on Capital Improvement for his office.
Clerk & Recorder Tomassi met with the Commissioners to have them sign Journal Voucher 488 for restitution to Dean Creek VFD for burning without a permit, 489 Changing new pager costs to Fire Council Capital Improvement fund and out of each VFD budget and 490 Changing Revenue for new addresses from Misc. to Rural Addressing. Ms. Tomassi is going to schedule an appointment with the Commissioners and Nationwide to discuss employee options. Wipfli is requesting a survey.
Commissioner Carlson made the motion to review and sign the Memorandum of Agreement Between Montana Department of Environmental Quality and Musselshell County. Commissioner Borner seconded the motion. Motion carried.
Commissioner Carlson made the motion to review and sign the policy year 2019-2020 Inmate Excess insurance Program Renewal. Commissioner Borner seconded the motion. Motion carried.
The Commissioners reviewed the Bids for the Musselshell FEMA Brownfield Cleanup submitted by WWC Engineering.
There being no further business the motion was made to adjourn. Motion carried.
