The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present.

Harry Foster met with the Commissioners with a Human Resource issue.

Road Department Secretary Kenner gave her weekly report to the Commissioners. Due to lack of moisture they are behind in prepping gravel base bus routes. Drivers are going to have to go slower and allow extra time for washboards. Ron Manderfeld was nominated to receive an award at the Governors Safety Conference. The award ceremony is the 5th if a Commissioner would like to attend. Members of the department would like to talk to the PERS representative about retirement, can a meeting be set up for all employees? We will call to see if an appointment can be set up. The 4H bridge will be closed from September 11th – 14th for repairs.

Accounting Supervisor Angel met with Commissioners. The Commissioners asked for a comparison of budgets for mill values. Some billing issues were also discussed. Ms. Angel talked to Tim Tennis with the DNRC about the emergency fund and if it would cover the cost of the SCBA’s ( self contained breathing apparatus). Mr. Tennis said that yes it would cover the cost.

DES Coordinator Carlson gave his weekly report to the Commissioners. There were three fires in the past week all human caused. A job description for a Deputy DES Coordinator was give to the Commissioners. The Planning Board meeting scheduled for September 14th was cancelled for “no business”.

Commissioner Berry made the motion to approve paying $23,467. 00 for the SCBA’s (self contained breathing apparatus out of the emergency fund for discussion. Commissioner Borner seconded the motion. Fire Chief Rob Mihalovich was present via telephone. Mr. Mihalovich said that they requested $60,000.00 for the SCBA’s from Signal Peak but only received $30,000. 00. They need $16,934 to cover the cost. Commissioner Borner asked that they should have a replacement plan for the money if given. Mr. Mihalovich said they will get a plan setup from a capital account. Commissioner Berry amended his motion to approve paying $16,934.00 for SCBA’s from the Emergency Fund. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to review and sign the change in administration letter from KLJ regarding Montana Aviation Projects to open for discussion. Commissioner Berry seconded the motion. Commissioner Borner said it is only an administrative change so Musselshell County can still go out for bids when needed. Both Commissioners said nay to signing. Motion carried.

Commissioner Borner made the motion to sign the Encroachment Permit for Sec. 6, T-9-N, R-30-E for a water pipe on Ragged Point Road, submitted by William Bergin Sr. Commissioner Berry seconded the motion pending Road and Bridge Supervisor Stockerts approval. ( approval granted) Motion carried.

Commissioner Berry made the motion to sign the Encroachment Permit for Sec. 36, T-9-N, R-26-E for a water pipe on N. Gage Rd. submitted by The Ed Pelan Ranch. Approval of the Road and Bridge Supervisor has already been granted. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
